This notice is issued under direct-hire authority in response to the Creating Helpful Incentives to Produce Semiconductors (CHIPS) Act of 2022 for which NIST has a critical hiring need. This announcement will close at 11:59 p.m. Eastern Time on the date the first 100 applications are received or 10/13/2023, whichever comes first.

Duties

Functions as an Other Transaction Authority (OTA) Post-Award Lead in the CHIPS Program Office (CPO). Reports to the Director of Operations in CPO/Chief Operating Office (COO). Participates in all activities surrounding complex OTA awards and loans administered for NIST and other Department of Commerce Bureaus, including, but not limited to, programs funded by the CHIPS and Science Act of 2022. Works closely with the COO and CPO senior leadership to draft procedures for use in the development, planning, and implementation of new other transactions agreement (OTA) awards, and/or financial assistance awards; develop policy initiatives in response to critical problems or as needed by changing circumstances; identify inefficiencies arising from ongoing operations, develops background data, and proposes solutions; draft guidelines, procedures, and internal controls for consideration; review proposed DOC/NIST policies, determine their impact on OTA, contracts, and/or grants/financial assistance award management operations, and recommend responses; maintain effective and efficient workload management and productivity; and actively plan, develop, and execute formal and informal projects. Work includes obligating funds for the government and therefore has NIST level impact.

Qualifications

Applicants must have one year of specialized experience equivalent to at least the GS-11 level (ZA-II at NIST) in the federal service. Specialized experience is defined as experience with Federal grant or loan programs; OR experience serving and/or possessing authority to sign and approve Federal grants and/or loans. Experience refers to paid and unpaid experience, including volunteer work done. We will credit all qualifying volunteer experience in your application.
