About the Position: This position is located within the US Army Corps of Engineers, Nashville District, Office of Counsel where you will prepare and present cases before administrative and court tribunals or judicial bodies and conduct litigation and perform legal advisory services and legal research, render legal opinions and furnish legal advice to the District Commander.
Duties
Furnish analysis, preparation and litigation of factually and legally complex cases involving large sums of money or complicated factual and legal importance, including contract claims and litigation before the GAO, ASBCA and Federal Court of Claims.
Present, both orally and in writing, complex or technical information in an understandable and persuasive manner.
Plan with substantial independence all phases of trial preparation and execution as appropriate.
Represent the Agency in deposition processes (taking and or defending), prepare pleadings, legal memoranda and briefs, and represent the Agency at hearings before the GAO, ASBCA, and other administrative forums.
Identify appropriate matters for settlement and negotiate settlement terms consistent with the facts, law, and agency policies and guidelines.
Use evidentiary and procedural rules at trials and when responding to judicial concerns.
Function as lead attorney on administrative hearings/trials taking responsibility for preparation and conduct of the litigation.

In order to qualify, you must meet the education and experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Applicants will be evaluated to determine if they meet the minimum qualification requirements and on the extent to which their application shows possession of the following knowledge, skills and abilities (KSAs) associated with the position.
KSAs:
KSA 1. Procurement Law. Knowledge, skills, abilities, and experience with respect to federal laws, regulations, and policies related to federal acquisition, including contract formation and contract administration of construction, service supply, and architect-engineer contracts, contract disputes and litigation including agency representation before agency board of contract appeals and General Accounting Office, procurement fraud, and fiscal law.
KSA 2. Civil Works. Knowledge, skills, abilities, and experience with respect to federal laws, regulations, and policies related to civil works, regulatory functions, and environmental law.
KSA 3. Non-contractual Claims. Knowledge, skills, abilities, and experience with respect to non-contractual tort claims including processing and review of administrative claims and affirmative claims including investigation and preparation of litigation reports.
KSA 4. Other areas of Law. Knowledge, skills, and abilities with respect to other areas of law such as labor and employment law, real estate law, administrative law, information law including the Freedom Of Information and Privacy Acts.
KSA 5. Written and Oral Communications. Ability to communicate effectively orally and in writing.
VETERANS PREFERENCE INFORMATION: There is no formal rating system for applying veteran's preference to attorney appointments in the excepted service; however, the Department of the Army considers veteran's preference eligibility a positive factor for attorney hiring. Education
The following minimum qualification requirements must be met before applicants are eligible for further consideration.
Education: Applicants must have successfully completed a full course of study in a school of law accredited by the American Bar Association(ABA) and have the first professional law degree (LLB or JD).
Bar Membership: Applicants must currently be a member in good standing of the bar of a state, territory of the United States, District of Columbia, or Commonwealth of Puerto Rico.
Experience: Applicants must have three or more years of professional legal experience, acquired after being admitted to the bar, commensurate with the duties and responsibilities of the position. Graduation from an ABA-Accredited Law School in the top 25% of the class or an advanced law degree such as an LLM may substitute for one year of the required professional legal experience.
FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
