Duties
As a General Attorney (Tax), you will:
Provide legal advice, technical guidance (including guidance published in the Federal Register and/or Internal Revenue Bulletin), and litigation support on matters involving the international provisions of the United States revenue laws, bilateral and multilateral tax treaties and agreements to which the United States is a party. Participate in the Organization for Economic Cooperation and Development (OECD) as a delegate to the United States.
Considers suggestions for changes in the Internal Revenue laws and other Federal laws relating to the issues under the jurisdiction of the Division Counsel/Associate Chief Counsel or Associate Chief Counsel. Analyzes the effects of the proposed changes and either prepares well-reasoned recommendations as to the advisability of the changes, or, as assigned, prepares drafts of the legislative suggestions in the proper form.
Reviews briefs prepared by trial attorneys on specific cases in the United States Tax Court, makes additions, corrections, and deletions, as necessary, so that the brief reflects a logical legal basis in case law, statutes, regulations, published guidance and Service policy with a special regard for uniformity, quality, and fairness to taxpayers. On occasion, prepares briefs or portions of briefs for filing with the Tax Court.
Prepares recommendations to the Department of Justice concerning (1) the filing of appeals and petitions for certiorari in cases decided contrary to Service position and (2) the settlement of cases on appeal. Prepares Actions on Decisions as required. Prepares defense letters and settlement letters relating to issues under the jurisdiction of the Associate Chief Counsel or Division Counsel/Associate Chief Counsel in Court of Federal Claims or Federal District Court cases.
Participates in the development and administration of tax treaties and other international agreements affecting tax matters; participates in tax-related work of international organizations. In connection with such work, the incumbent may attend negotiations, conferences, or meetings, and draft materials leading to the formulation of treaties or other international documents. The incumbent may prepare minutes of meetings with officials from foreign countries and draft technical explanations to assist in the interpretation of international documents.

Qualifications

To qualify for this position of General Attorney (Tax) you must meet the qualification requirements listed below by the closing of this announcement:
Basic Requirements for General Attorney (Tax):
Possess at least the first professional law degree (LL.B. or J.D.) from a law school accredited by the American Bar Association; AND
Applicants must be an active member in good standing of the bar of a State, U.S. Commonwealth, U.S. territory, the District of Columbia, or the Commonwealth of Puerto Rico;
GS-14 Experience Requirements:
1 year of general professional legal experience from any area of expertise; plus
2 year(s) of professional legal tax experience
Professional Legal Tax Experience is defined as: Branch 5 specializes in the international aspects of banking, insurance, financial products, foreign currency transactions, the base erosion and anti-abuse tax, and the income of foreign governments.
At least one year of this experience must be equivalent to the work performed at the next lower grade/level position in the federal service (GS-13).
Note: Only experience gained after Bar Admission may be credited as Professional Legal Experience.
Education Substitution: An LL.M. degree in the field of the position (tax, GLS-related, orP&A- FOIA/Disclosure related field) may be substituted for the one year of the general legal experience listed above.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. One year of experience refers to full-time work; part-time work is considered on a prorated basis. To ensure full credit for your work experience, please indicate dates of employment by month/year, and indicate number of hours worked per week, on your resume.
Education

FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
