The primary purpose of this position is to serve as a management analyst responsible for analyzing, evaluating, and/or improving efficiency of the Directorate internal administrative operations. Work assignments include deployment, training, assisting senior analyst in outlining resource requirements in order to achieve effective workforce management strategies/execution.

Duties

Manages unit readiness and training management activities. Advises management on plans and strategies developed to alleviate human resources shortfalls within the directorates, and makes recommendations to supervisor on long-range organizational structural improvements to cover such adjustments. Conducts human resources management studies with major emphasis on organizational analyses. Proposes conciliatory approaches to officials opposed to options. Advises on methods and procedures to achieve human resources goals relating to such interactive variables as mission requirements, funding, manpower constraints, civilian and military personnel constraints, readiness, statutory requirements. Develops and recommends effective human resources objectives to achieve an effective, efficient organizational posture and readiness needs.

Qualifications

Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Clerical and Administrative Support Positions. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT: General Schedule Qualification Standards (opm.gov) In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes accomplishing a wide variety of assignments and conduct special studies concerning the programs of the organization. To assist management and civilian employees with recommendation to improve and manage aspects of the organization manpower. Quantify total force manpower requirements for air craft system to maximize capability-based requirements studies. This experience must have been at a level of difficulty and complexity sufficient to demonstrate the ability to perform the duties of this position. It may have been gained in the private sector, volunteer service, military service, and/or government service, etc. OR EDUCATION: PhD or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M. Related degree from an accredited college or university. (You must attach a copy of your transcripts) OR COMBINATION OF EXPERIENCE AND EDUCATION: A combination of Graduate Education and Specialized Experience. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-­grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: A combination of Graduate Education and Specialized Experience. Knowledge of the mission, major issues, program goals and objectives, work processes, and operations of the serviced directorates and ASC. Knowledge of management and organizational principles and practices along with a knowledge of human resources functions, e.g., civilian personnel, military personnel, and manpower, to develop and implement integrated approaches and solutions to significant human resources concerns and issues. Skill in adapting analytical techniques and evaluation criteria to the measurement and improvement of program effectiveness and/or organizational productivity. Ability to communicate, both orally and in writing, to achieve stated positions or to make an adequate case for a particular strategy which may or may not be readily accepted, but is the best solution to achieve overall serviced directorates' and ASC goals. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
