This National Guard position is for a TITLE 5 INSTALLATION PLANNING SPECIALIST (MI 127 CES), Position Description Number T5799400 and is part of the MI 127 Wing, National Guard.
Duties
THIS IS A NATIONAL GUARD TITLE 5 EXCEPTED SERVICE POSITION.
This position is located in the 127th Wing Civil Engineering Squadron, Engineering Flight, Selfridge Air National Guard Base, MI 48045. The primary purpose of this position is: Serves as an Installation Planner for the 127"' Wing. Implements corporate decisions, guidance, laws, regulations, and policies into the master planning process. Provides facility project planning and programming for new construction, renovation and improvement projects of real property facilities and infrastructure, including utility systems.
1. Serves as Master Planner and primary point of contact for preparation, implementation and maintenance of all Civil Engineer required Plans.
2. Serves as the technical advisor and liaison on all matters pertaining to master planning.
3. Responsible for the Installation Geographic Information System (GIS) to include the long range plan, the environmental overlay and basic information and master planning maps.
4. Ensures that mobilization, peacetime, and emergency plans are properly integrated with the Master Plan through scheduled meetings with Directors and assigned action officers.
5. Performs other duties as assigned.

Qualifications

SPECIALIZED EXPERIENCE:
Minimum time required: 36 Months
1 year specialized experience equivalent to at least the next lower grade level. Experience, education or training in program or managerial experience in a type of work or a combination of functions directly related to the position to be filled or in comparable work or functions. Experience developing and recommending policy; organizing and carrying out specific programs, evaluating and recommending changes in methods of operations. Experience in supervisory, staff or technical work which included study, analysis or evaluation leading to the development or improvement of managerial or administrative policies, practices and procedures. Experience preparing written communications and oral presentations.
Knowledge for the overall development, coordination, and management of the Installation Real Property Plan. Assignments require knowledge and skill in applying analytical and evaluative methods and techniques to issues and studies concerning the efficiency and effectiveness of program operations carried out by administrative or professional personnel. Knowledge of pertinent laws, regulations, policies and precedents which affect the use of program and related support resources. The work requires skill in preparing project papers and staff reports and skill in organizing and delivering briefings to managers to encourage understanding and acceptance of recommendations. Work requires considerable interpersonal skills in presenting staffing recommendations and negotiating solutions to disputed recommendations, Ability to make decisions and recommendations that will significantly change or develop installation policies and programs.
