The primary purpose of this position is to serve as a first level supervisor providing planning, directing, organizing, and exercising control over nonsupervisory employees assigned to HQ AMC/A4E - Executive Services.

Duties

Identify and analyze key issues, develop strategies, and advise Director and senior leadership on recommended courses of action on a broad variety of topics related to HAF or MAJCOM functions. Exercise supervisory personnel management responsibilities. Serve as Project Officer for Director directed initiatives and special interest items. Coordinate review of higher level taskings, identify best course of action, potential problems, and recommend HAF or MAJCOM response. Establish, define, and implement requirements for staff programs to ensure services and function are in line with organizational goals and mission requirements.

  • This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing
  • Work may occasionally require travel away from the normal duty station on military or commercial aircraft
  • Appropriately handles and safeguards sensitive and/or classified information in accordance with regulations to reduce potential compromise
  • TRAVEL AND RELOCATION EXPENSES WILL NOT BE PAID

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes (1) knowledge of qualitative and quantitative techniques for analyzing and measuring effectiveness, efficiency and productivity of administrative and technical programs; (2) knowledge of military command structure, missions, programs, and organizational relationships and program goals and objectives, the sequence and timing of key operational events and milestones and methods of evaluating planning actions as they relate to actual events; (3) applying analytical and evaluative methods and techniques to issues concerning the efficiency and effectiveness of processes and administrative and management support program operations FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of a wide range of principles, practices, and quantitative and qualitative evaluative techniques used in program analysis to identify, evaluate, resolve, and present issues or problems to isolate discrepancies or identify trends that impact organizational mission objectives both operationally and strategically. 2. Knowledge of analytical and evaluative methods and techniques as well as measurement of data to plan, schedule, and conduct projects and studies to evaluate and recommend ways to improve the effectiveness and efficiency of program operations to include adapting or developing new or modified methods, 3. Knowledge of and skill in designing and conducting comprehensive studies, and developing solutions to broad operational and contingency areas. Knowledge of the missions, roles, functions, organizational structures, relationships, and operational planning objectives of Air Force and DoD organizations. 4. Skill in gathering, evaluating, and interpreting data sufficient to arrive at valid, supportable conclusions and to offer meaningful recommendations. Skill in planning and independently managing short and long-term projects and to cultivate and sustain positive working relationships to project completion. 5. Ability to plan, organize, and direct the functions and staff of a small to medium sized organization. 6. Ability to communicate effectively with tact and diplomacy to advocate command positions and build successful cross-functional teams; to logically and effectively explain programs, functions, and activities and gain understanding of the organization's efforts. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
