About the Position: Serves as the Program Manager for the Educational and Developmental Intervention Services (EDIS) responsible for planning, directing, coordinating, and managing the special education program provided to children with disabilities or at risk of having disabilities who are entitled to receive DoD privileges, benefits, and services and to their families. Provides oversight and accountability for Early Intervention Services (EIS)

Duties
Administer all aspects of the EDIS Early Intervention Services (EIS) in responsibility.
Assure EDIS complies with Individuals with Disabilities Education Act (IDEA) mandates, MEDCOM, Joint Commission, DoD, and DA published standards.
Coordinate EIS Child Find marketing information and activities to ensure that infants and toddlers with special needs are identified and referred for screening and evaluation.
Establish screening procedures to identify children who may require early intervention services.
Supervise a multi-disciplinary professional staff to ensure eligible children and their families receives a full range of early intervention services and that required related services are provided to support the ODESS special education program.
Conduct workshops and in-service training for EIS personnel, other community groups, and MTF personnel.

- This position has a mandatory seasonal influenza vaccination requirement and is therefore subject to annual seasonal influenza vaccinations.

In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Basic Requirement for Early Childhood Intervention Services Program Manager:
A. Degree: A Master's degree in special education, Early Intervention, or Early Childhood Education, or be a graduate of an accredited program in Occupational Therapy, Physical Therapy, or Speech Pathology, or be qualified in another professional discipline related to early intervention service provision and special education. (You must attach a copy of your transcripts.)
OR
B. Combination of Education and Experience: Courses equivalent to a major in education, or in a subject-matter field appropriate to the position, such as Psychology, Child Development, Family Studies, Early Childhood Education, or Special Education, plus appropriate experience or additional course work that provided knowledge comparable to that normally acquired through the successful completion of the four-year course of study described in A above.

In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
Specialized Experience: One year of specialized experience equivalent to at least the GS- 11 grade level in the Federal service which includes planning, directing, coordinating, and managing the special education program provided to children with disabilities or at risk of having disabilities; providing oversight and accountability for Early Intervention Services (EIS) to infants and toddlers and special education related services. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).
