This position is located at Fort Buchanan, Puerto Rico with the CYS Child Development Center. Eligible candidates applying by November 8th may be sent first for consideration. This is a Regular Full-Time position that is eligible for leave accrual and benefits. Resumes and education documents must be in English. In addition to the base hourly salary, this position is eligible for a Cost-of-Living Allowance (COLA) of 2.81%.

Duties

Majority of assignments are performed independently with technical assistance from the CYS Coordinator when required. Serves as a member of the Installation Child and Youth Evaluation Team to ensure compliance with health, fire, safety, facility and program regulatory requirements and CYS baseline standards. Recruits and hires qualified personnel utilizing Army CYS Standard Position Descriptions. Supervises and evaluates employees based on established performance standards. Develops program budget and provides to CYS Coordinator for CYS budget. Manages program to budget. Conducts written analyses of budget variances. Establishes and maintains an active program of parental involvement, providing parent education opportunities and encouraging parent observation and participation.

Requirements

  • Must be 18 years of age or older at time of appointment or placement into the position.

  • Must have current health assessment which documents good mental and physical health, freedom from communicable disease, and immunizations IAW current Army and of policy including annual influenza vaccinations.

  • Satisfactorily complete an employment verification (E-Verify) check.

  • Travel to on and off post locations required.
  • Satisfactory completion of pre-employment background checks in accordance with AR 215-3, 2-15.m., and a Child Care Tier 1 background investigation is required.

Qualifications

Eligible candidates applying by November 8th may be sent first for consideration. Successful completion of an undergraduate Degree that included or was supplemented by major study (at least 24 semester hours) in the fields appropriate to the position consistent with: For positions in Child Development Facilities: The education must have been in child development, early childhood education, home economics (early childhood emphasis), elementary education, special education or other fields appropriate to the position to be filled such as related behavioral science. OR A combination of education and experience - courses equivalent to a major in a subject matter field (24 semester hours) appropriate to the position (see above), plus appropriate experience or additional course work that provided knowledge comparable to that normally acquired through the successful completion of the four-year course of study described above. In addition to the basic requirements stated above candidate must possess the following: 1.12 months of professional experience in managing a child or youth facility is required. This experience must be equivalent in difficulty and complexity to the next lower level to include the following: 2. Demonstrated experience in managing an entire cycle of operation of a CYS facility to include budgeting, facility management, supply management, program development, implementation, selection, training and supervision of personnel and curriculum oversight. 3. The ability to plan and organize work, analyze problems to identify significant factors, gather pertinent data and recognize solutions. 4. Comprehensive oral and communications skills and analytical writing skills. 5. Ability to present ideas and proposals to a variety of audiences. Experience in working budget and financials for a child development center or educational setting.
