You will serve as a Contract Specialist within any NAVSUP FLEET LOGISTICS CENTER JACKSONVILLE.
Duties
You will be a senior Contract Specialist with delegated contracting authority.
You will be responsible for acquisition planning, price/cost analyses, formulating negotiation strategy, developing negotiation objectives, and negotiation of all types of contracts for highly complex and highly technical requirements.
You will handle procurement that cover both cost reimbursement and fixed-price contracting.
You will negotiate very complex contracts and to develop unique contract types required to accommodate changing business climates, new technology, dynamic market conditions, and economic uncertainties.
You will have comprehensive knowledge of contract administration and termination techniques to administer and close out contracts.
You will serve as a principal liaison with one or more major contracting customers.

- This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.

- This is a bargaining unit position.
- This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). You must be certified as a Career Field Level 3. Certification is required within 24 months of appointment.
- You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
- You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
Qualifications
In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience equivalent to the next lower grade level GS-12 or pay band in the federal service or equivalent experience in the private or public sector as a Contract Specialist demonstrating and applying an in-depth knowledge of contracting methods, contract types, plan and carry-out long-term pre-award and post-award procurement actions, and to procure systems where limited contractual precedents exist to serve as guidance in developing or modifying procurement strategies or pricing structure. Examples of specialized include the following: 1) Delegated contracting officer authority for acquisition planning; 2) Preparation of price/cost analyses for designated actions and formulating negotiation strategy; 3) Develop a comprehensive plan to create contractual instruments responsive to long-range programs with substantial number of potential adversities during the pre-award and post-award phases of the contractual actions; and 4) Procurement's over both cost reimbursement, fixed-price contracting and cost plus incentive fee of a complex nature.

Education
Applicants must meet the following Basic Education Requirement of the Department of Defense Qualification Standard for Contracting Positions:
A bachelor's degree from an accredited educational institution authorized to grant baccalaureate degrees.
NOTE: The education requirement listed above applies only to individuals entering DoD GS-1102 positions on or after October 1, 2000. Current civilian personnel in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000 are exempt from meeting this requirement. Current military members who occupied a similar occupational specialty to the GS (or equivalent) 1102 or before September 30, 2000 are also exempt from meeting this requirement. Applicants currently in the Contingency Contracting Force are also exempt from meeting this requirement.
