THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION. This National Guard position is for a HUMAN RESOURCES ASSISTANT (MILITARY) (TITLE 32), Position Description Number D2014000 and is part of the IL MILPO, National Guard.

Duties

As a HUMAN RESOURCES ASSISTANT (MILITARY) (TITLE 32), GS - 0203 - 5/6/7, you will serve as the final reviewer and procedural authority of personnel actions submitted to the MILPO by lower echelons, and work one or more of the following work areas: Personnel Systems Management, Officer or Enlisted Personnel Management (OPM, EPM), Retirement Points Accounting Management (RPAM), Selected Reserve Incentive Program (SRIP), Montgomery G.I. Bill, Physical Disability Evaluation System (PDES), Incapacitation Pay (INCAP), Mobilization (MOB)/Demobilization (DEMOB), TRICARE, Military Medical Support Office (MMSO), Line of Duty (LOD) investigations, and Funeral Honors/Casualty Assistance. Major Duties - This is NOT an all-inclusive list: Provide advisory services to family members of deceased military members (current and former) and serve as a liaison between the family and funeral directors and their assistants, Veterans Services Organizations, Veterans Affairs Offices, National Guard Bureau (NGB), Regional Casualty Assistance Coordinator (CAC), and other military services and/or members. Provide assistance to the family members by advising them of the deceased member's entitlements and provide information or assistance with filling out any required forms. Participate in SRP and command inspection program. Provide advice, guidance, and training to other personnel on actions in areas of expertise, as well as, advice, instructions, training, and interpretations, as needed, to lower echelons. Retrieve data from information sources, both manual and electronic, for use in answering questions, responding to correspondence, or preparing reports or briefings. Maintain files and libraries of current funeral/casualty material including policies, procedures, and guidance from Department of Defense (DoD), NGB, Regional CAC, and the Veterans Administration. Serve as a final reviewer and/or processor of actions, which may include but are not limited to: accessions, discharges/separations, promotions, awards, reductions, transfers, boards, Non-Commissioned Officer Evaluation Reports (NCOERs), Office Evaluation Reports (OERs), promotion eligibility, Simultaneous Membership Program (SMP), discharges, waivers, award/withdraw, Military Occupational Specialty (MOS), retirement eligibility, iPERMS, RCAS, eMILPO, SIDPERS, DJMS, DMDC, CAC Automation,TAPDB-G, DSRO, and any additional or emerging systems that support personnel management and actions that affect eligibility of educational or incentive benefits as well as sensitive, complex cases, which involve: Allegations of inequitable, prejudiced, or similar treatment (e.g. issues of fraudulent enlistment or assignment; removal of military member from active or inactive status). Research and obtain all necessary, relevant information regarding cases and issues and provide explanations and interpretation of rules, regulations, procedures, and requirements pertaining to actions taken or recommended. Identify gaps or inconsistencies in records and initiate action or interview personnel to obtain needed data. Collect data from various sources for statistical purposes regarding Funeral Honors and Casualty Assistance, which may also be used to project budgetary requirements. Draft or prepare related correspondence for appropriate signature and enter data in automated systems, as needed. Prepare General Officer nomination packet. Compile information and prepare reports.

AREA OF CONSIDERATION: The areas of considerations for this position, Title 32 Excepted Service (32 U.S. Code § 709), will be in the following manner and sequence, The FIRST area of consideration for this position will be all excepted permanent and indefinite temporary technicians within the ILNG. The SECOND area of consideration will be all current Federal Employees. The THIRD area of consideration will be all Federal re-employment eligible. The FOURTH area of consideration will be applicants willing to become T32 Dual Status Technicians and gain ILNG membership. The FIFTH area of consideration will U.S. Citizens. Military Grades: Enlisted - Not to exceed E-7 GENERAL EXPERIENCE: MUST possess administrative or clerical experience, education, or training which demonstrates the candidate's ability to perform the duties of the position, and experience using computer and automation systems. One year of specialized experience equivalent to the lower grade level in the Federal service in order to be considered for this position. SPECIALIZED EXPERIENCE: GS-07 Level- Must possess specialized experience which includes at least 12 months experience in the interpretation and application of regulations, procedures or laws; experience that provided a working knowledge of administrative functions; experience performing personnel transactions; experience working independently and setting priorities with very little supervisory control. GS-06 Level- Must possess specialized experience which includes at least 9 months experience, education or training that provided knowledge of general office work which may include but is not limited to: answering telephones, receiving and distributing mail and maintaining records; experience following oral or written instructions to accomplish work; experience establishing and retrieving files and information; experience using common computer software designed for word processing. GS-05 Level- Must possess specialized experience which includes at least 6 months experience, education or training that provided knowledge of general office work which may include but is not limited to: answering telephones, receiving and distributing mail and maintaining records; experience following oral or written instructions to accomplish work; experience establishing and retrieving files and information; experience using common computer software designed for word processing. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. Education

If you are using Education to qualify for this position, only education in excess of the first 60 semester hours (i.e., beyond the second year) is creditable toward meeting the specialized experience requirement. One full academic year of study (30 semester hours) beyond the second year is equivalent to 6 months of specialized experience for GS-5 positions.
