THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION.
This National Guard position is for a MANAGEMENT ANALYST (TITLE 32), Position Description Number D1256000 and is part of the IL SMO, National Guard.
Duties
As a MANAGEMENT ANALYST (TITLE 32), GS-0343-7/9, you will perform a variety of maintenance tasks involved in developing, analyzing, evaluating, advising on and/or improving maintenance management operations and procedures.
Major Duties - This is NOT an all-inclusive list:
Develop charts, graphs, tables, and visual media to present trends, performance status, capabilities, and related management information.
Analyze maintenance capabilities, production effectiveness, equipment reliability, areas of deficiency, and trends of various small maintenance shops.
Summarize and interpret significant data collected and relates the data to maintenance plans, standards, and actions.
Projects involving surveys, comparisons, and studies of current and past operations.
Define requirements and extent of study, methods, sources used, and manner of presentation.
Identifying and analyzing deficiencies in resource consumption, training, workload, and scheduling; evaluating deviations from standards and plans; and determining causes and impact on maintenance mission.
Advising when manpower authorization appears unbalanced, based on analytical and statistical studies, as directed.
Determining deficiencies, high failures, and man-hour consumption areas.
Identifying and validating manning required to support the organizational mission by use of various forecasting and statistical techniques.
Qualifications
AREA OF CONSIDERATION: The areas of considerations for this position, Title 32 Excepted Service (32 U.S. Code § 709), will be in the following manner and sequence,
The FIRST area of consideration for this position will be all excepted permanent and indefinite temporary technicians within the ILNG.
The SECOND area of consideration will be all current Federal Employees.
Military Grades: Officer/Warrant Officer/Enlisted - May not exceed the rank of O3.
GENERAL EXPERIENCE: MUST possess administrative, professional, investigative, technical or other responsible work which demonstrates analytical ability and a practical and theoretical knowledge of the functions, processes and principles of management; experience using computer and automation systems.
One year of specialized experience equivalent to the lower grade level in the Federal service in order to be considered for this position.
SPECIALIZED EXPERIENCE: GS-09 Level - Must possess at least 24 months experience provided a working knowledge of the National Guard organizational structures, functions, procedures, and techniques; experience analyzing, interpreting and developing policies and procedures of local management. GS-07 Level - Must possess at least 12 months experience which has provided knowledge of the National Guard organizational structures, functions, procedures, and techniques; experience applying practices, theories, techniques, and methods of management.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
