This position is located in the Office of the Chief Financial Officer (OCFO), National Finance Center (NFC), Office of the Director in New Orleans, Louisiana.
The incumbent of this position serves as the Chief of Staff overseeing and providing guidance to a formulated team to integrate planning, development and implementation of practices, techniques and technologies, in support of operating and generating force
Duties
The duties may include, but are not limited to:
Serve as Chief of Staff on administrative and information management operations in direct support of the Director and Director’s Senior Executive Team.
Oversees and provides guidance to a formulated team to integrate planning, development and implementation of practices, techniques and technologies, in support of operating and generating forces.
Provide leadership, representation, consultation, liaison, and coordination in meetings, conferences, and discussions on matters related to NFC and shared services programs and services.
Initiate and coordinate intensive analysis of interrelated issue studies of organizational effectiveness, efficiency and productivity of substantive mission programs or of staff work conducted in support of goals and operations.
Lead and manage high level, high priority, urgent situations, which arise while responding to policy and action initiatives generated by executive offices/customers, Congress, Office of Personnel Management and others.
Advise the deputy director on issues and proposals to ensure consistency and continuity across decision-making processes.
Consult with high level officials, both within and outside of government, Congressional and legislative personnel, political officials, and public and private industry groups.
Requirements

Qualifications
Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below.
Specialized Experience GS-14: Applicants must have one year of specialized experience equivalent to the GS-13 grade level or pay band in Federal Service or equivalent experience in the private or public sector performing the following duties: 1) Assisting with translating concrete and immediate legislative and regulatory requirements into realistic agency policies and procedures that can be understood at the field level; 2) Identifying milestones and prioritizing resources to achieve agency goals; 3) Providing recommendations based on research, interviews and knowledge supported by substantial evidence; 4) Making decisions under high level, high priority and urgent situations; 5) Analyzing and evaluating methods to interpret broad and complex policies and procedures in order to provide authoritative policy interpretations and functional requirements; and 6) Employing expert communication skills in delivering public announcements and developing detailed correspondence, memoranda and reports in quality formats.
Time in Grade GS-14: If you are a current federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must meet time-in-grade (TIG) requirements of 52 weeks of service at the next lower grade level (GS-13).
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
