The primary purpose of this position is to serve as Alaska NORAD Region and Alaskan Command (ANR & ALCOM) Common Operational Picture (COP)/Geographic Information System (GIS) Functional Manager.

Duties

Performs Command COP/GIS Functional Manager Duties. Performs A2C2 COP/GIS duties. Documents planning and programming decisions to meet ANR & ALCOM Situational Awareness System Requirements. Prepares and delivers oral presentations such as briefings, training sessions, consultations, and strategy sessions with other staff service functions and activities to secure cooperation, resolve controversial matters, and convey information relative to proposed changes in assigned program(s).

Conditions of Employment cont... This is a KEY position IAW 32 CFR, Part 44 Appendix A and DoD Directive 1200.7. A Key Position is a Federal position that cannot be vacated during a war, national emergency, or mobilization without seriously impairing the capability of the parent Federal Agency to function effectively. This position must be removed from the Ready Reserve and CAN NOT become a member of the Ready Reserve. Applicants for positions designated as "Key" positions who do not agree to this condition shall not be extended an offer of employment. This position is designated by the Air Force as a Test Designated Position (TDP) under the Air Force Civilian Drug Testing Program. As a mandatory requirement for employment in this TDP, the incumbent is (A) to refrain from use of illegal drugs and (B) if required, to submit to urinalysis testing. The selectee must sign a statement acknowledging the position occupied is identified as a TDP. Frequently, incumbent may be required to be on a two or four-hour recall. Incumbent may be required to carry a phone and/or pager (Government furnished). Additionally, Incumbent must participate in any "call back" drills conducted by the organization (unless on approved leave). Work may require travel by military or commercial aircraft or other modes of travel away from the normal duty station to locations within and outside of the Continental United States. Travel may be on very short notice and may be under field conditions. In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Miscellaneous Administration and Program Series, GS-0301 SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes comprehensive knowledge of military command and control systems, networks and architectures, their functionality, and integration/employment in an operational environment, such as Alaskan Command (ANR & ALCOM) Common Operational Picture (COP), to create and manage the COP. Ability to plan, organize and administer technical programs and procedures capable of Situational Awareness systems, technologies, and architectures to transition the COP framework from one Geographic Information System (GIS) platform to another as requirements change. Knowledge of Information Systems Security (INFOSEC), network environment, network configuration, standard operating system service and support, and sharing and securing network resources to combine different pieces of information and paint an operational picture for the commander, while safeguarding and preventing classification spillage. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of Joint and bi-national policies, procedures and organizational structures. Knowledge of Command and Control operations, SA systems capabilities, Standard Operating Procedures (SOPs) and operations to anticipate and refine functional systems and procedural operations requirements. Knowledge of methods for the assessment and improvement of command level plans and programs such as Command and Control (C2) development, integration, modernization, and sustainment. Knowledge of the capabilities and limitations of computers, computer network systems, and programs (for example ITW/AA, military and commercial FFT technologies, GCCS, and other commercial standard Geospatial Information Systems (GIS)) as well as computer-related software and hardware in order to maintain proper functionality. Knowledge of methods for the assessment and improvement of command level plans and programs such as Command and Control (C2) development, integration, modernization, and sustainment. Knowledge of performance information technology equipment, systems, services, and transmission media to evaluate devices, proposals, and approaches. Knowledge of customary approaches, techniques, and requirements appropriate to analyze requirements and implement systems operations enhancements. Knowledge of concepts and principles of sequencing actions, procurement techniques and requirements, and coordination requirements involved in project/program controls. Ability to plan, organize, and lead others in maintaining Situational Awareness and to negotiate effectively with management to accept and implement recommendations, where proposals involve substantial resources, and require extensive changes in established concepts and procedures. Skill in designing and conducting comprehensive studies; and preparing solutions to especially broad, important, and severe military operational and contingency areas that may have major national and bi-national impact/consequences. Ability to communicate effectively in English both orally and in writing to identify, direct, or coordinate actions required in providing needed service. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
