This position is located in the Department of Defense Office of Inspector General (DoD OIG), Administrative Investigations (AI), Investigations of Senior Officials Directorate in Alexandria, VA.

Duties

As a Supervisory Investigator (Senior Officials), GS-1810-14, your typical duties may include the following: Directs a team of GS-14 senior official investigators or independently conducts sensitive, complex investigations and oversight reviews of investigations into allegations against top DoD management officials, and special assignments as directed. Supervises subordinates reviews of complaints, investigative work, and written products containing case facts and evidence; analysis and conclusions based on requirements of law, rule, and regulation; and recommendations for appropriate action. Conducts on-site investigations using a broad range of investigative techniques such as interviews, sworn recorded testimony, sworn statements, document and electronic records reviews, subpoenas, surveys, and other similar tasks. Assigns work to subordinates based on priorities, difficulty of assignments, and employee capabilities; provides technical oversight and reviews work products. Evaluates Complaint Intake Recommendations (CIR), Oversight Reviews, and Reports of Investigation (ROI) for compliance with established investigative policies and standards. Identifies deficiencies, and recommends the additional information or investigation necessary to complete the case. Briefs senior DoD OIG management, other senior DoD officials, and Members of Congress and their staff on the status and results of intake reviews, investigations, and special projects, as assigned.

Requirements

  • Must be a U.S. Citizen.
  • Position has been designated as Special Sensitive. Incumbent is required to obtain and maintain a Top Secret/Sensitive Compartmented Information (TS/SCI) security clearance.
  • Males born after 12-31-59 must be registered or exempt from Selective Service (see http://www.sss.gov).
  • You may be required to complete a financial disclosure (OGE-450).
  • Incumbent is required to submit to urinalysis to screen for illegal drug use prior to appointment and is subject to random drug testing for the duration of service with DoD OIG.
  • Current DoD civilian employees are not required to submit to drug testing if moving from one Testing Designated Position (TDP) to another with no break in service, unless deemed appropriate on a case-by-case basis.
  • All qualifications and time-in-grade requirements must be met by the closing date of this announcement.
  • Applicants who have held a non-temporary General Schedule (GS) position within the last 52 weeks must meet the time-in-grade restriction.
  • Relocation allowance WILL NOT be authorized.
  • The incumbent must adhere to the DoD Standards of Conduct.

Qualifications

Time in Grade: For entry at the GS-14 level, status applicants must have served 52 weeks as a GS-13 or equivalent or higher grade, in the Federal Service. Specialized Experience: Qualified applicants must possess one (1) year, fifty-two weeks, of specialized experience that is equivalent to the GS-13 level within the federal service. Specialized experience is defined as planning and conducting all aspects of investigative work, including preparing investigative plans, interviewing witnesses, and writing investigative reports. Applicants must have experience researching Federal laws and regulations; compiling evidence through formal interviews and review of documentation; analyzing evidence; and drafting written reports. Applicants must have experience using information management programs including word processing, presentation programs, and spreadsheet/database software. You must meet the minimum qualification requirements as stated in the Office of Personnel Management (OPM) Operating Manual, Qualification Standards for General Schedule Positions: http://www.opm.gov/qualifications/Standards/group-stds/gs-prof.asp. Paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual, community, student, social) is qualifying. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates to paid employment. You will receive credit for all qualifying experience. Qualification and time-in-grade requirements must be met by the closing date of this announcement.
