The Maintenance Supervisor serves as the technical and administrative supervisor, and the grounds unit subject matter expert (SME), exercising full supervisory responsibility for the work operations of the Grounds and Landscape Shop. This position falls under the general supervision of the Maintenance Control Manager, Operations, Engineering Section at the Columbia VA Health Care System, its CBOCs and all other locations under its jurisdiction.

Duties

This is a non-bargaining unit position. The Maintenance Supervisor assesses the needs of the grounds unit and assigns projects to staff, relating to landscaping design and work, irrigation system installation and repairs, and outdoor electrical work, that pertains to grounds maintenance. Incumbent serves as a Contracting Officer Representative (COR), for contracts pertaining to the grounds section and any high dollar equipment maintained in the section. Major duties include, but are not limited to: Provides general instructions, standard procedures, overall priorities, and policies, and relies on their knowledge to control work operations and accomplish an adequate quantity and quality of work. Responsible for overall maintenance, repair, alteration and mobile equipment maintenance and repair, and grounds maintenance. Coordinates work of the team with other internal shops and external departments that may be involved. Serves as the supervisor over the following positions: Electrician, Plumber, Maintenance Mechanic, Tractor Operator Leader, Tractor Operator, Gardener/Tractor Operator, and Laborer. Incumbent must have the knowledge and skill set to perform the duties of these positions. Determines training needs, provides training, or prepares training requests to improve skills and safety practices of employees. Incumbent must have the ability to acquire and maintain a South Carolina Non- Commercial Pesticide License. Develop recommendations in changes to requirements, work methods/techniques, work standards, manpower structure/responsibilities/work techniques and standards, along with improvements to equipment, infrastructure, and workflow. Coordinates and ensures that contractor operations are scheduled with surrounding Hospital activities to ensure that essential services are maintained. Conducts inspections of work to ensure compliance with contract documents. Physical Requirements: Work involves strenuous, heavy physical effort in constantly reaching, bending, turning, and moving hands, arms, feet, and legs to handle different sets of controls to operate the equipment and attachments. Work is performed on large pieces of equipment, which requires frequent adjustments. Often the terrain causes more adverse operating conditions than work on flat or rolling terrain. Considerable strain is caused by the constant vibration of the equipment and jerking and jolting from operating over rough surfaces. Frequently required to work in awkward or strained WORKING positions due to location of the controls and attachments. Working Conditions: Work is performed outside, in all types of weather, often in an open driver seat or platform, on hills, slopes, grades, rolling surfaces and forests. incumbent is constantly exposed to injury due to the possibility of the equipment overturning while working on rough and uneven terrain. Subject to noise, vibration, dust, dirt, and fumes from the motor and exhaust.
