This position is located at Consumer Financial Protection Bureau, Office of Human Capital. The incumbent serves as a Human Resources Specialist responsible for developing innovative recruitment, outreach, marketing, and hiring strategies to attract and retain a highly qualified, diverse, and competent workforce for the Consumer Financial Protection. The incumbent is expected to think creatively and employ innovative methods to market the Bureau as an "employer of choice".

Duties

As a Human Resource Specialist (Recruitment), you will: Design, develop, and implement targeted, but flexible recruitment and outreach strategies based on the Bureau's staffing and workforce plans. Specific tasks may include: Create and implement the campus recruiting strategy in line with entry level and developmental programs. Determine mix of campus events, virtual events, and other outreach activities to attract a diverse and well qualified pool of applicants. Create and implement the online strategy to build the Bureau's employment brand among diverse, well qualified, passive job seekers. Online strategy will include social media, database mining, job advertisements, and other emerging outreach strategies. Attend recruitment events and ensuring Bureau representation at all registered events. Provide training to Bureau employees who are participating in recruiting events. Source and attract candidates for highly specialized, difficult to fill positions; senior level executive positions; and high volume hiring efforts, such as Examiner hiring. Evaluate recruiting events for effectiveness and recommending adjustments that will maximize the Bureau's return on investment. Participate in the management of the Bureau's recruitment budget.

Qualifications

You must meet the following requirements within 30 days of the closing date of this announcement. Specialized Experience: To qualify at the CN-53 level, you must have one year of specialized experience at or equivalent to the next lower band/grade (For qualification purposes, the CN-52 is broadly equivalent to the GS-12 level). Specialized experience is defined as: Writing, developing and implementing data-driven recruitment or talent acquisition plans and strategies based on the needs of the organization; and Experience conducting recruiting activities and diversity outreach to assist an organization with obtaining a talented and diverse workforce; and Conducting and providing qualitative and quantitative analysis related to recruitment strategies and reporting on findings to management. CFPB uses an experience-based process to set pay for employees. Experience is evaluated and credited using the employee's résumé. To ensure that all of your prior work experience (e.g., internships, volunteer work, details, part-time, self-employment, secondary jobs, etc.) is considered and accounted for, please ensure that your résumé covers the following: your entire work history with specific start and end dates (MM-DD-YYYY) provided for each listed position hours worked per week for each position degrees and the dates conferred (MM-YYYY) Part-time experience will be credited pro-rata based on a 40-hour work week, while work of 32 hours or more will be rounded up to full-time experience. If you have multiple positions that have overlapping start and/or end dates, only 40 hours of experience will be credited for a given work week. The experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis.
