IOWA ARMY NATIONAL GUARD - TITLE 5 EXCEPTED SERVICE POSITION Open to current military members of the Iowa Army National Guard LOCATION: COS-JFHQ, JOHNSTON, IOWA

Duties

As a COMMAND PROGRAM SUPPORT SPECIALIST (TITLE 5), GS-0301-11, you will perform the following duties. This position is located at State Headquarters and serves as a program coordinator for the Command Administrative Officer (CAO), and as the State Internal Control Program Administrator. Primary responsibilities include monitoring the implementation and execution of various Army National Guard (ARNG) programs and assisting in matters inherent to Command Administrative Office operations. 1. Provides executive level support in planning, formulating, coordinating and implementing ARNG programs within the Command Administrative Officer's areas of functional responsibility. Conducts research and analysis of regulatory data regarding command structures, state level authorizations, organizational and program responsibilities, and provides pertinent advice and assistance to subordinate command activities as required. Serves as a point of contact (POC) on State Headquarters ARNG staff activities and field organizational elements. 2. Administers the State Internal Control Program and monitors implementation and execution of other state level programs as assigned. Analyzes program effectiveness, identifies problematic areas, requests operating level input, develops and makes recommendations to the CAO for program revision or improvement. Ensures resolution of recurring problems through coordination with operating managers and staff officers. Acts as special project officer when designated as such by CAO or the Adjutant General. Identifies and initiates new projects as required to manage and oversee assigned programs. Attends meetings and/or special conferences as CAO representative and may act as a working member on special councils, contracting and financial boards, readiness committees, etc., and functions as the public relations POC for the Command Administrative Office. 3. Reviews, analyzes and coordinates, as necessary, on a variety of recurring surveys and reports accomplished by key staff members such as USP&FO Management Analysts (Analysis and Internal Reviews), Budget Analyst (Financial and Fund Status Reports), Program Analyst (Readiness Reports, Equipment Status and Unit Reports), and Mobility Planner (Mobilization Plans and Mobility Exercise Reports). Collects and researches background information, reviews applicable guidance, collaborates with higher headquarters, determines available management options, and presents alternative actions/solutions to the CAO to provide command level support to the Command Administrative Officer in managing or direct1ng various Army National Guard programs. 4. Drafts supplemental regulations, policies, guidance, publications, and comprehensive reports which may include statistical data and evaluations. Gathers and examines pertinent data to develop technical correspondence to include response to congressional inquiries or special requests from higher headquarters. 5. Schedules and participates in internal management evaluations and inspections of ARNG units to ensure and maintain regulatory compliance with governing directives. Conducts special investigations of unusual incidents as required and develops comprehensive reports of findings. 6. Performs other duties as assigned, which may include: - Attending meetings and/or special conferences as a Command representative and may act as a working member on special councils, committees, functioning as a public relations POC for the Command; participates in visits from outside agencies and governmental organizations, with their applicable liaisons, for the purpose of advancing the organization's strategic initiatives. - Assisting in the preparation of presentations, ceremonies, and briefings; gathers pertinent data to develop correspondence to include response to Congressional inquiries or special request from higher headquarters. - Advising the Adjutant General and command staff of sensitive or significantly controversial issues and potential impact.

Qualifications

MINIMUM EXPERIENCE: Experience, education, or training which provided a general knowledge of principles of organization, management, and administration. Experience using computer and automation systems. SPECIALIZED EXPERIENCE:GS030111- Applicant must have at least 36 months of the following experience: Experience, education or training in program or managerial experience in a type of work or a combination of functions directly related to the position to be filled or in comparable work or functions. Experience developing and recommending policy; organizing and carrying out specific programs, evaluating and recommending changes in methods of operations. Experience in supervisory, staff or technical work which included study, analysis or evaluation leading to the development or improvement of managerial or administrative policies, practices and procedures. Experience preparing written communications and oral presentations.

Education

Substitution of Education for Specialized Experience - Successful completion of a full 4-year course of study in any field leading to a bachelor's degree, in an accredited college or university, meets the GS-5 level requirements.

Completion of courses such as the Officer Advanced Course, Squadron Officer School, Command and Staff College, Air and Army War College, National Security Management Course and others of comparable level will be credited at the rate of 1 month of education for two months of specialized experience.
