The primary purpose of this position is to serve as a first level supervisor, providing planning, directing, organizing, and exercising control over nonsupervisory employees assigned to supervise, manage, and direct the Bioenvironmental Engineering/Public Health and Occupational Health Programs for Dobbins ARB, GA.

The incumbent supervises the Bioenvironmental Engineering/Public Health office, provides professional industrial hygiene services, and acts as a consultant to management.
Duties:
Plans, organizes, and directs the activities of the 94th Mission Support Group (94 MSG), Bioenvironmental Engineering/Public Health Flight, ensuring that the BEE/PH office complies with legal and regulatory requirements and meets the needs of the Air Force Activities on Dobbins ARB.
Exercises supervisory personnel management responsibilities. Advises and provides counsel to employees regarding policies, procedures, and directives of management.
Represents 94 MSG/SGPB with a variety of installation and functional area organizations. Establishes, develops, and maintains effective working relationships with all AF (and select tenants) activities at Dobbins ARB, as well as other Federal, State and local occupational health and public health authorities.
Occupational Health/Industrial Hygiene Program. As Chief, Bioenvironmental Engineering (BEE), the individual in this position directs and conducts health risk assessments.
Public Health Program. As Chief, Bioenvironmental Engineering/Public Health, directs, plans and implements
94th MSG/SGPB public health activities in conjunction with Air Force preventative medicine. Performs other duties.

- Work may occasionally require travel away from the normal duty station on military or commercial aircraft.

- Position requires working various hours (evenings and nights) to support installation personnel (training, fit testing, air and noise sampling.)
- Work requires Industrial Hygienist (IHs), Bioenvironmental Engineer Technicians (BETs), and Public Health Technicians (PHTs) to work during 94th AW UTAs, usually one per month, to provide services Cont'd

Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Professional and Scientific Positions, to include the Individual Occupational Requirements (IOR) for the GS-0690; Industrial Hygiene Series.
BASIC REQUIREMENTS:
The education must be accredited by an accrediting body recognized by the U.S. Department of Education at the time the degree was obtained. Applicants must meet one of the following requirements:
A bachelor's or graduate/higher level degree in industrial hygiene, occupational health sciences, occupational and environmental health, toxicology, safety sciences, or related science. NOTE: YOU MUST SUBMIT COPIES OF YOUR TRANSCRIPTS.
OR
A bachelor's degree in a branch of engineering, physical science, or life science that included 12 semester hours in chemistry, including organic chemistry, and 18 additional semester hours of courses in any combination of chemistry, physics, engineering, health physics, environmental health, biostatistics, biology, physiology, toxicology, epidemiology, or industrial hygiene. NOTE: YOU MUST SUBMIT COPIES OF YOUR TRANSCRIPTS.

Certification from the American Board of Industrial Hygiene (ABIH).
NOTE: Courses in the history or teaching of chemistry are not acceptable.
IN ADDITION TO MEETING THE BASIC REQUIREMENTS ABOVE APPLICANTS MUST ALSO MEET THE SPECIALIZED EXPERIENCE LISTED BELOW.SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience include: Knowledge to plan and conduct comprehensive Industrial Hygiene, Occupational and Public Health Programs, to identify, evaluate, and control workplace health hazards/ exposures for associate and tenant organizations. Knowledge in Industrial Hygiene, to provide advice to installation shop supervisors and workers. Knowledge in the reduction or elimination of health hazards, thereby providing workers with a more healthful working environment. Knowledge in providing bioenvironmental engineering and occupational-public health support in cooperation with public health resulting the impact all surrounding communities. Knowledge in planning and scheduling work to be accomplished by subordinates, setting and adjusting short-term priorities; assigning work in consideration of employee skills and mission requirements; developing performance standards and rates subordinates' performance; advising employees on work and administrative matters; implementing methods and procedures to improve organizational performance; and identify and provide for employee training and development.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Professional knowledge of industrial hygiene and public health concepts, principles, practices, techniques, related scientific disciplines, e.g. toxicology, physiology, and biochemistry and applicable Air Force, OSHA, EPA, State, and local directives.
2. Knowledge of safety and security regulations, practices, and procedures.
3. Ability to plan, organize, and direct the functions and staff of a small to medium sized organization as well as coordinate, plan and implement effective occupational and health programs with multiple organizations.
4. Ability to communicate technical information effectively, both orally and in writing.
5. Knowledge and skill in bioenvironmental emergency response equipment and skill in the use, calibration, and maintenance of industrial hygiene equipment.
6. Ability to identify, evaluate, and control occupational health hazards found in a variety of industrial settings
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
