The position is located within the Veterans Transportation Service (VTS) under the supervision of the Mobility Manager, VTS. The incumbent provides clerical support and technical assistance for all divisions of the Veterans transportation Service. The incumbent also serves as education coordinator and PIV official for Veterans Transportation Services as well as other clerical support functions.
Duties
The duties of the Program Support Assistant include but are not limited to the following:
Works collaboratively with other members of the service and medical center as indicated to fully support and assure the success of the service administrative activities and programs.
Responsible for scheduling meetings, preparing agendas, setting up video teleconferencing, notifying participants, and taking minutes; gathering information, coordinating and drafting responses to delegated tasks including action items, drafting and processing written, electronic, and verbal official communications in a timely and accurate fashion; and preparing and reviewing documents, reports, and all other correspondence for completeness and consistency.
Establishes, maintains, and revises office and electronic filing systems with the appropriate level of security. Incumbent organizes, maintains, processes, and disposes of routine and confidential paper and electronic files, contingency plans, policies and standard operating procedures, personnel actions and coordinates correspondence and communication flow including that of a sensitive nature and informs the program leaders of customer service trends and related items.
Maintains personnel records; including, six-part folders, competency files, performance appraisals, and time records. Updates AMES/MERS files with current information, including wage rates that affect outcomes of various reports submitted to VISN and VACO.
Prepare memoranda, minutes, equipment requests, reports and policy revisions; maintenance of files and update/route departmental fan out/call back roster. Prepares service policies as needed and updates Medical Center Memorandums (MCMs) and
Standard Operating Procedures (SOPs).
Serves as the TMS coordinator for VTS; assists with ensuring that educational needs and mandatory training are completed by all Veterans Transportation Service staff.
Composes responses to service action items in absence of the Administrative Officer. This may involve collaboration with department staff or other medical center staff to obtain the necessary information. Must be able to understand processes and to appropriately express the findings in a written format. And accurately maintains follow-up logs, Outlook Task Box, and suspense files for the Service Line.
Serves as Timekeeper for the Veterans Transportation Service line, ensuring that accurate time and attendance is recorded in a timely manner via the Veterans Affairs Time and Attendance System (VATAS).
Serves as the Records Liaison for VTS. Ensures that all required Records Liaison training is kept current, maintaining an accurate inventory of records created and stored by their program/service, and identifies any records not scheduled for disposition and reports their findings to the facility Records Manager. Conducts regular internal records reviews to ensure an effective records management program is maintained and performs other duties relative to the Records Liaison role.
Work Schedule: Monday - Friday 8am - 4:30pm

Physical Requirements: The work is basically sedentary and requires daily walking from various offices to conduct assignments. The incumbent may be required to carry light items from one area to another.

GS-05 grade level: One year of specialized experience (equivalent to the GS-04 grade level in the federal service); experience that equipped the applicant with the particular knowledge, skills and abilities (KSA's) and other characteristics to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled, in the normal line of progression for the occupation in the organization. Specialized experience includes:

Data entry and reports
Monitor office workflows and processes and develops improvement recommendations
Maintain folders
Timekeeper duties
Coordinating tasks with other departments
Take or transcribe meeting minutes

GS-05: Substitution of Education for Experience (TRANSCRIPTS REQUIRED): Do you possess Four (4) years of education above the high school level in any field for which high school graduation or the equivalent is the normal prerequisite. This education must have been obtained in an accredited business, secretarial or technical school, junior college, college or university. One year of full-time academic study is defined as 30 semester hours, 45 quarter hours, or the equivalent in a college or university, or at least 20 hours of classroom instruction per week for approximately 36 weeks in a business, secretarial, or technical school.

GS-05: Combination of Education and Experience (TRANSCRIPTS REQUIED): Do you possess a combination of successfully completed education and experience to meet the total experience requirements. (i.e. 6 months of specialized experience and 3 years of education above the high school level). NOTE: Only education beyond the second year can be used in combination with specialized experience to qualify for this grade.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
