This position description is that for Manager of the Department of Cardiology in the Division of Medicine at Hines VA Medical Center. The incumbent provides direct and indirect supervision of employees performing various duties, which support the Cardiology Department at Hines VA Medical Center. The Department of Cardiology is responsible for the diagnostic evaluation and therapy of cardiac functions in patients with heart and related diseases.
Duties
Services provided incorporate both invasive and non-invasive diagnostic and treatment strategies that involve exponentially growing medical knowledge and technology.
Directs the administrative, the complex technical work and clerical operations that support the operations of the Department of Cardiology.
Assigns work to personnel following consideration of task difficulty and requirements, the training of personnel and the resources available. Reviews work in progress, completed work and spot checks work.
Guides technicians in determining the most efficient and accurate means of achieving methodology capable of yielding valuable data.
Manages control points, budgets, ordering of equipment, supplies and inventory methods.
Maintains an organized, continuous, systematic quality assurance program and will be required to obtain a COR FAC 1 certification.
Interfaces with facilities management for: construction and remodeling projects, biomedical preventative maintenance and repairs, coordination of housekeeping and engineering.
Prepares annual proficiency/competency and performance appraisals/standards, continuing education, disciplinary action, leave approval and scheduling.
Prepares formal requests for filling vacancies or for additional personnel required to meet workload demands and participates in the selection/interview process.
Serves as the safety officer for the Department of Cardiology.
Oversees compliance with regulatory commissions such as JCAHO, OSHA, etc.
Keeps abreast of current and upcoming developments affecting all areas of function in the Department of Cardiology
Supervisory Duties:
Plan work to be accomplished by subordinates, set and adjust short-term priorities and prepare schedules for completion of work
Assign work to subordinates based on priorities, selective consideration of the difficulty and requirements of assignments and the capabilities of employees;
Evaluate work performance of subordinates;
Give advice, counsel or instruction to employees on both work and administrative matters; Hear and resolve complaints from employees, referring group grievances or more serious unresolved complaints to a higher level supervisor or manager;
Implement minor disciplinary measures, such as warnings and reprimands, recommending other action in more serious cases;
Identify and arrange for developmental and on-going training needs of employees in the Department of Cardiology;
Explore ways to improve production or increase the quality of the work directed;
Develop performance standards in accordance with governmental or regulatory agencies and consistent with medical standards of care;
Analyze benefits and costs of accomplishing work in-house versus contracting; recommend whether to contract;
Provide technical requirements and descriptions of the work to be accomplished;
Plan and establish the work schedules, deadlines and standards for acceptable work; coordinate and integrate contractor work schedules and processes with work of subordinates or others;
Track progress and quality of performance; arrange for subordinates to conduct any required. inspections;
Decide on the acceptability, rejection, or correction of work products or services and similar matters which may affect payment to the contractor;
Justify the purchase of new equipment;
Oversee the development of technical data, estimates, statistics, suggestions and other information useful to higher level managers in determining which goals and objectives to emphasize;
Decide the methodologies to use in achieving work goals and objectives, and in determining other management strategies.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. Physical Requirements: Performance of the incumbent's duties may require extensive walking per day to meet with the VAMC Executive Leadership, Clinic Leads, Administrative Leads, Service Line Staff, and other clinic personnel. Trips to satellite outpatient clinics are sometimes necessary and will involve transportation via station Government Owned Vehicle (GOV) or Privately Owned Vehicle (POV). The work performed is of a precise nature requiring long periods of concentration that is often interrupted. Incumbent is often faced with changing priorities and with meeting deadlines.
