Duties
This position serves as a Budget Analyst for the Utah State Office.
Performs long and short-range budget formulation, financial planning, and financial management system requirements.
Develops and edits detailed studies, estimates, and validations for annual funding needs for current and future year activities.
Works as a consultant and advisor to managers and program leads to provide expert advice and recommendations for budgetary actions.
Uses a variety of budgetary and financial management software and databases to conduct analyses, reviews, and special studies of budget and related information.
Analyzes and calculates labor costs due to discrepancies and vacancies.
Monitors and tracks the collection of revenue from various Bureau of Land Management (BLM) programs.
Prepares financial reports, charts, graphs and tables to provide to leadership.
Participates in reviews and audits of lower level budgetary operations to ensure all policies and procedures are followed.
Reviews, interprets and implements budgetary and financial management guidance issued by Headquarters (HQ) Budget Office and the Utah State Office Budget Staff.
Extracts and analyze data from a number of financial reports in order to identify needs, make projections, and ensure compliance with approved program and budget plans.
Performs monthly and quarterly reviews of budgets.
Provides expertise and direction related to the formulation and timely execution of national budgets while overseeing and ensuring compliance with all relevant laws and regulations.
Analyzes trends in the receipt, obligation, or expenditure of funds to ensure that objectives of the annual financial plan are met on a timely basis, and that funds are available, properly managed, and effectively used to support program objectives.
Collects, analyzes, records and integrates data and provides recommendations to help senior management in daily decision-making regarding both short and long-range planning.
Interprets and analyzes proposed legislation, appropriations bills, reports, and regulations for impacts on the Bureau's policies, programs, and management.

To qualify at the GS-11 level you must meet the following:
Specialized Experience: Applicants must possess one (1) full year of specialized experience at or equivalent to the GS-09 level equivalent in difficulty and complexity to perform the duties of a Budget Analyst. Qualifying specialized experience includes: compiling and presenting financial data, into work sheets, budget schedules, and other supplemental reports needed for budget and funding reviews; working in and using financial management systems such as Activity Based Cost Management System (ABC), Budget Planning System (FBMS), Budget Planning System (BPS), Collections and Billings System (CBS), and/or Performance Measure Data System (PMDS); assisting in long and short-range financial planning, budgetary authorizations and financial management; extracting and analyzing data for the purpose meeting organization budgetary requirements; and reconciling and adjusting accounts as required to ensure accuracy of the budget program.
OR Education: To qualify based on education you must have a Ph.D. or equivalent doctoral degree, or three (3) full years (54 semester hours) of graduate-level education leading to a Ph.D. or equivalent doctoral degree in a related field of study.
OR Combination of Education and Experience: You may meet qualifications requirement for this position with an equivalent combination of specialized experience and appropriate graduate education. Graduate level education must demonstrate the difficulty and complexity to do the work of this position. Only graduate level education in excess of 36 semester hours may be combined with experience.
To qualify at the GS-12 level you must meet the following:
Specialized Experience: Applicants must possess one (1) full year of specialized experience at or equivalent to the GS-11 level equivalent in difficulty and complexity to perform the duties of a Budget Analyst. Qualifying specialized experience includes: carrying out annual budget planning efforts and consolidating on lower level annual and multi-year estimates and justifications; performing budget formulation, execution and tracking; interpreting budgetary laws, policies and administrative memoranda to provide guidance; providing guidance to leadership and lower-level personnel regarding all phases of budgetary activity; and managing end of year closing procedures ensuring full use of funds.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
You must meet all qualification requirements within 30 days of the closing date of the announcement.
Federal employees in the competitive service are also subject to the Time-In-Grade requirement in accordance with 5 CFR 300.604. If you are a current Federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must have completed a minimum of 52 weeks at the next lower grade level.
Physical Demands: The work is principally sedentary with a moderate amount of standing and walking.
Work Environment: Work is typically performed in an adequately lighted and climate controlled office. Occasional travel may be required. The incumbent will adhere to all safety rules and regulations as prescribed in manuals/supplements or designated by the Safety Officer.
