Employee will serve as a Utility Systems Repairer-Operator Supervisor aligned within Facilities Management Service located at the John J. Pershing Veterans Healthcare System in Poplar Bluff, MO.

Duties

Duties and responsibilities will include, but may not be limited to the following: Administrative and technical supervision of the Pipe Shop and Energy Center staff and Electronic Industrial Controls mechanics. Energy Center Operation: oversees the operations of the Boiler Plant-Utility Systems Operations, a critical utility that is 24/7 operation of several 250 horsepower boilers which produce steam which provide hot water or steam to all other equipment. Chiller Plant and Cooling Tower Operations: maintenance, repair, and installation of Chiller and Cooling Towers, and electronic controls of HVAC (Heating, Ventilation, Air Conditioning), and Boiler and Steam Converters. Pipe Shop Operations: construction, maintenance, repair, and replacement of piping associated with the above listed utilities. Supervisory: Coordinates daily, weekly, monthly, quarterly, and annual scheduled preventive maintenance. Coordinates equipment repairs, rebuilds, inspections, and cleaning of boilers, tanks, chiller towers and auxiliary equipment/systems. Coordinates work efforts with supervisors of other services/units to minimize disruptions to patient care activities. Responsible for the short- and long-range planning, includes workload balance, define staffing needs, equipment replacement, project management, budget preparation and management, and develop quality improvement program. Determines the number and types f workers needed to accomplish projects/assignments. Tracks and trends work requests, investigates/analyzes work accomplishments, costs, utilization of staff, etc., implements correct actions to resolve work problems, and prepares reports to senior leaders. Approves and schedules leave for personnel that ensure accurate coverage. Determines staff training needs and arranges for its accomplishment. Performs other duties as necessary. Work Schedule: Monday-Friday, 7:00am - 3:30pm. Subject to recall based on the needs of the facility. Recruitment & Relocation Incentives: Not authorized

PHYSICAL EFFORT AND WORK CONDITIONS: Subjected to sustained physical effort in the operation of power boilers and steam distribution systems. May include working from ladders, scaffolds, and platforms where parts of the system are in hard-to-reach places. Work is carried out in tiring positions such as standing, crouching, stooping, kneeling, and prone for long periods of time. Will be required to lift items up to 50 pounds alone and heavier items with assistance. Most of the work is performed indoors, but occasionally service is performed outdoors and subject to adverse weather conditions. Employee is subject to hazards of refrigerants, fumes, boiler bursts, steam blow back, flame blow backs, scalding water, burns and electrical shock. Exposed frequently to temperature extremes, high noise levels, drafts, dampness, water, and noise. Frequently encounters ladders, catwalks, confined spaces, etc., and is subjected to hazards normally encountered in the trade. May be exposed to asbestos. (Screen-Out): Requires the ability to perform the work as a Utility Systems Repairer-Operator Supervisor/Lead without more than normal supervision. Experience must include: overseeing staff/personnel in Energy Center Operations, Chiller Plant and Cooling Tower Operations, and Pipe Shop Operations; scheduling appropriate number of personnel and coordinating projects to accomplish timely completion of installations, preventive maintenance, repairs, and inspections of utilities and equipment; and short- and long-range planning (e.g., workload balance, staffing needs, equipment replacement, project management, budget preparation, develop quality improvement program).
