The Utility Systems Operator Repairer Supervisor is the supervisor for staff within the Energy Center Operations, Pipe Shop Operations, and Chiller Plant and Cooling Tower Operation. This position serves under the general supervision of the Chief, Facilities Management Service (FMS), John J. Pershing VA Medical Center, Poplar Bluff, MO.

Duties

The Utility System Supervisor is responsible for the administrative and technical supervision of Pipe Shop and Energy Center staff, and an Electronic Industrial Controls Mechanic. Energy Center Operations. Energy center operations (Boiler Plant-Utility Systems Operations) is a critical utility and is a 24/7 operation of the overseeing and operations of three 250 horsepower boilers which produce steam which provides hot water or steam to all other listed equipment. Pipe Shop Operations. This job does construction, maintenance and repair and replacement of all piping (miles and miles of piping) associated with all these utilities. Chiller Plant and Cooling Tower Operations. This job does all supervision or coordination of maintenance and repair and installation of Chiller and Cooling Towers, all electronic controls of HVAC, Chiller & Cooling towers, Boiler and Steam converters. Planning: - Coordinates daily, weekly, monthly, quarterly, and annual scheduled preventative maintenance; assures oil changes, lubrications, systems maintenance, and documentation occurs on a regularly scheduled basis. -Coordinates equipment repairs, rebuilds, inspections, and cleaning of boilers, tanks, chiller towers and auxiliary equipment/systems. -Coordinates work efforts with supervisors of other Services and organizations to minimize disruptions to these activities and/or patient care. -Communicates and sets the standard and expectation of superior communication of M&O initiatives to managers throughout the medical center. - Provides information and advice to higher level supervisors and management officials regarding feasibility and cost of work assignments, budget estimates and workload data to assist in preparation and review of long-range plans and schedules. - Responsible for short- and long-range planning for the Utility Systems, Chiller Plant, Building Automation System and Pipe Fitter section, which includes but is not limited to balancing workloads, defining staffing needs, replacing equipment, project management, budget preparation and management, and development of an effective quality improvement program. - Establishes deadlines, priorities, and work sequences for employees; plans work assignments based on general work schedules, methods and policies set by higher level supervisors. Work Direction: - Tracks and trends all work requests and reports the results to senior management, up to and including the Medical Center Director. Investigates and analyzes work accomplishments, costs, utilization of staff, etc., to evaluate effectiveness of work effort, to control costs, to innovate, and to recommend changes and corrective actions to supervisors. Implements corrective actions within his/her authority to resolve work problems. - Analyzes work schedules for determining manpower needs of the facility of direct reports and other FMS personnel sharing responsibility with other FMS supervisors for methods used and deadlines for work to be completed. Recommends solutions to staffing problems, engineering requirements, and work operations. Administration: - Assigns tours of duty to meet medical center needs. Approves and schedules leave for assigned personnel that ensures adequate coverage. - Determines training needs of subordinates and arranges for its accomplishment. Tracks staff training in Talent Management System for direct reports, assigned meetings and staff development opportunities and coordinates payment of training if from an outside vendor. Physical Requirements: While position is mostly administrative, the incumbent may be required to conduct the work of those areas under their supervision. Incumbent must have the ability to frequently lift, carry, or otherwise handle items weighing up to 50 pounds; occasionally handling items greater than 50 pounds. Frequent standing, climbing, bending, crouching, reaching, and stooping are required. Working Conditions: The incumbent's primary work is in the boiler plant. However, work is also accomplished in the main facility and outbuildings. They incumbent may work from ladders, areas of poor lighting, high noise. The incumbent may conduct work where they are exposed to the elements. The incumbent is exposed to dust, grease, and soiling of the skin and clothing. They may be subject to injuries, such as electrical shock, cuts and bruises, burns, falling on ice, snow, and slippery surfaces. The incumbent will be exposed to high heat in the plant, with temperatures reaching 115 degrees Fahrenheit.
