This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: Serves as an Operations Analyst to provide direction and oversight for the Deputy for Acquisition and Systems Management (DASM), Office of the Assistant Secretary of the Army (Acquisition, Logistics and Technology) (OASA(ALT)).
Duties
Serves as a staff action officer responsible for formulating, coordinating, integrating, and implementing Army, Department of Defense (DoD), Joint, and Interagency policies, practices, and standards.
Translates, recommends processes and procedures to ensure proper consideration of programmatic, technical, and management factors for overall program management successes.
Reports on a particular program’s acquisition issues achieved through coordination with associated program offices and personnel, and accurate reporting of a system’s progress during the acquisition phases.
Serves as a member of Army Acquisition Working Groups and Process Action Teams in response to evolving needs and requirements of the acquisition community.
Assists in program integration and weapons systems analysis, to include written evaluations of systems concepts, systems designs and system support program elements to produce detailed acquisition support and analysis in accordance with DoD 5000.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position requires temporary duty (TDY) travel up to 15% of the time.
- A one-year probationary period may be required.
- This is an Army Acquisition, Logistics and Technology Workforce position. Selectee must meet position requirements for Program Management Certification within 5 years of entrance on duty.
- Incumbent is required to submit a Confidential Financial Disclosure Report, OGE-450, upon entering the position and annually thereafter.
- Appointment to this position is subject to a background investigation to determine suitability for Federal employment.

To qualify, your resume must describe at least one year of specialized experience which has equipped you with the knowledge, skills, and abilities to perform successfully the duties of the position and that is typically in or related to the work of the position to be filled. This typically includes work performed at the next lower grade/level (NH-02/GS-11) position in the federal service.
Specialized Experience: One year of specialized experience equivalent to the GS-11 (NH-02) level in the Federal service which includes: 1) Working in a fast-paced environment while maintaining accountability for Army acquisition processes: 2) Participating in briefings, providing accurate reporting and developing working relationships with other organizations; AND 3) Assisting with the evaulation of systems concepts, designs and support elements.
