This position is located in the Farm Service Agency, Kansas State Office, Administrative Branch,
in Manhattan, Riley County, Kansas.
Duties
Gathers and analyzes business requirements from all FSA program areas (Farm Commodity Programs, Farm Loan Programs, Administration, Public Affairs/Outreach, etc.) for a technology based communication delivery system.
Develops and interpret e-GOV policies for the STO and provides policy guidance throughout the STO and field offices.
Manage and maintain the Office Information Profile (OIP) system; Ensure validity, accuracy and completeness of data; coordination with state officials, the National OIP Data Steward and Service Center Implementation Team Coordinators.
Work with program staff to analyze and determine business processes that are feasible for web based applications and, when possible, moves business practices from static file system to database-driven, web-based intranet system.
Provides formal and informal training to partners; such as banks, farm credit associations, technical colleges, university extension, etc., about agency direction in all aspects of automated farm business planning and web based farm credit processes.

Qualifications
For the GS-9 level:
Two full academic years of progressively higher level graduate education or master's, or equivalent graduate degree (LLB, JD, LLM, Ph.D., etc.), from an accredited college or university with a major in human resources, social or behavioral sciences, or in such fields as business or public administration or industrial management, psychology, labor relations, education; OR
One full-time year (12 months) of specialized work experience equivalent in difficulty and responsibility to the GS-7 level in the Federal service. Experience that demonstrates a fundamental of information technology, e-business and web-based applications to recommend enhancements to the effectiveness, efficiency, and productivity of administrative and program operations. OR
A combination of education and experience as listed above.
For the GS-11:
Three full academic years of progressively higher level graduate education or a Ph.D, or equivalent doctoral degree in computer science, information science, information systems management or in such fields as finance, business administration, economics, accounting, mathematics, banking and credit, law, statistics, agriculture, agricultural economics, agricultural marketing, farm, livestock or ranch management, dairy science, domestic agricultural development, agronomy, rural sociology or other agricultural specialty. OR
One full time year (12 months) of specialized work experience equivalent to the GS-9 grade level in the Federal service . Which demonstrates thorough knowledge of information technology, e-business and web-based applications to enhance the effectiveness, efficiency, and productivity of administrative and farm/farm loan program operations. OR
A combination of education and experience as listed above.
For the GS-12:
One full time year (12 months) of specialized work experience experience equivalent to the GS-11 grade level in the Federal service. Which demonstrates a comprehensive knowledge of information technology, e-business and web-based applications to enhance the effectiveness, efficiency, and productivity of administrative and farm/farm loan program operations. In addition, experience demonstrates a knowledge of program requirements to administer a technology-based communication delivery system, including directives, document management, training, and other applications.
Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement 10/19/2023 including time-in-grade restrictions, specialized experience and/or education, as defined.
Time in grade: Current federal employees applying for a promotion opportunity must meet time-in-grade (TIG) requirement of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled.
