This position is in the Agricultural Research Service (ARS), Field Organization, Plains Area (PA), National Bio and Agro-Defense Facility, Office of the Director located in Manhattan, KS. In this position, you will be responsible for carrying out strategic planning activities, manuscript and strategic document development, and resource activities.

Duties

Provides expertise and insight through reviewing, analyzing and evaluating the effectiveness of proposed program operations. Produces strategic planning documents, such as schedules, resource allocation spreadsheets and projected budgets. Uses proactive approaches to addressing concerns in a timely manner and communicates those concerns. Facilitates the development of detailed materials addressing all aspects of operational planning including timelines, regulatory requirements, facility needs, training, outreach and performance measures. Researches and gathers information on the various inhouse and far-reaching requirements and procedures or processes within high containment laboratories. Uses Primavera software to manage, edit and maintain an IMS to include reporting functions, resource loading and integrating activities to determine final project schedules.

GS-13: Specialized Experience: Specialized experience is experience directly related to the position to be filled. Specialized experience must be described for each grade level advertised. The specialized experience requirements for this position are: Qualifying experience for GS-13 includes one year of specialized experience comparable to GS-12 which is directly related to the work of this position and which has equipped the applicant with the knowledge, skills, and abilities to perform successfully the duties of the position. For this position, specialized experience is experience coordinating projects between science operations and facilities in high-containment laboratories; assisting with development of a strategic plan for accomplishing operational activities; and analyzing barriers to success to provide options for solutions of the issue. GS-14: Specialized Experience: Specialized experience is experience directly related to the position to be filled. Specialized experience must be described for each grade level advertised. The specialized experience requirements for this position are: Qualifying experience for GS-14 includes one year of specialized experience comparable to GS-13 which is directly related to the work of this position and which has equipped the applicant with the knowledge, skills, and abilities to perform successfully the duties of the position. For this position, specialized experience is experience managing projects between science operations and facilities in high-containment laboratories; developing strategic plans to align goals across the organization; and using quantitative analysis to provide solutions to operational issues. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
