Duties
Acts as liaison between Bureau of Prisons’ employees, gaining and losing facility and nationwide household goods carriers. Analyzes the Relocation Authorization document received from Financial Program Specialists within Relocation Services to determine compliance with policy and establish priority of move within time restraints. Evaluates inventory of goods and layout of dwelling to determine if special arrangements are required with the carrier. Conducts and analyzes surveys of completed moves to evaluate adherence to the established policy. Prepares reports, recommendations, and other documentary evidence to protect the Bureau of Prisons’ position in litigation and in negotiations for new or more advantageous classifications, transit arrangements, rates, routes, services, contracts, adjustments and other items which affect the transportation of an employee’s household goods.

Qualifications
To be considered for the position, you must meet the following qualification requirements: Education: GS-07: One full year of graduate level education or superior academic achievement. GS-09: A Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B or J.D., if related. Undergraduate and Graduate Education: Major study -- accounting, business administration, business or commercial law, commerce, economics, engineering, finance, industrial management, statistics, traffic management, transportation, motor mechanics, or other fields related to the position. Graduate education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position. OR Experience: GS-07 and GS-09: You must have at least one year of specialized experience equivalent in difficulty and complexity to the next lower grade level in the normal line of progression for the occupation in the organization. To be creditable, this experience must have equipped the applicant with the particular qualifications to perform successfully the duties of the position, and must typically be in or related to the position to be filled. Some examples of this qualifying experience are: GS-07:
Experience in applying general knowledge of policies and procedures in the areas of travel, personnel, procurement and/or cost monitoring relating to employee relocation.
Experience in coordinating employee relocation orientation, responding to general inquiries, and monitoring the employee relocation process.
Experience in conducting surveys of completed moves to evaluate adherence to organizational policy and procedures.
Experience in completing and filing various forms/documentation, utilizing a database to track information, providing information and assistance, and performing various employee relocation support functions.
GS-09:
Experience that demonstrates knowledge of transportation regulations, including Federal Travel Regulations and General Services Administration’s Tender of Service as it relates to the transportation of household goods.
Experience in providing employee orientation regarding the entitlements for shipment of household goods, providing technical assistance throughout the process, and assisting with the resolution of disputes related to the transportation and temporary storage of household goods.
Experience assisting with the management of a transportation or traffic program involving (1) operating a transport or traffic system to move passengers or commodities of an organization when there is accountability for operating costs, (2) operating a transportation system to provide common carrier types of services to shippers, and (3) procuring common or other carriers and other transportation services to move an organization’s personnel, freight, and/or other commodities.
Experience in conducting and analyzing surveys of completed employee relocations to ensure adherence with established policy and procedures.
Experience in preparing reports, recommendations, and other documentation that can be utilized for litigation and/or negotiations as it relates to the transportation of household goods.
OR Combination of Education and Experience: GS-07 and GS-09: A combination of education and experience. This experience must have equipped you with the qualifications to perform the major duties of this position as described above. If applicable, credit will be given for paid and unpaid experience. To receive proper credit, you must show the actual time (such as number of hours worked per week) spent in the activities. **Your eligibility for consideration will be based on your responses to the questions in the application.**
