Duties

Acts as liaison between Bureau of Prisons’ employees, gaining and losing facility and nationwide household goods carriers. Analyzes the Relocation Authorization document received from Financial Program Specialist within Relocation Services to determine compliance with policy and establish priority of move within time restraints. Evaluates inventory of goods and layout of dwelling to determine if special arrangements are required with the carrier. Prepares and authorizes the required contract (Government Bill of Lading), applying all appropriate regulations in conformance with policy granting approval for the movement of the employee’s household goods. Conducts and analyzes surveys of completed moves to evaluate adherence to the established policy.

Qualifications

To be considered for the position, you must meet the following qualification requirements: Education: GS-11: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related. Graduate Education: Major study -- accounting, business administration, business or commercial law, commerce, economics, engineering, finance, industrial management, statistics, traffic management, transportation, motor mechanics, or other fields related to the position. Graduate education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position. GS-12: There is no substitution of education for specialized experience for this grade level. OR Experience: GS-11 and GS-12: You must have at least one year of specialized experience equivalent in difficulty and complexity to the next lower grade level in the normal line of progression for the occupation in the organization. To be creditable, this experience must have equipped the applicant with the particular qualifications to perform successfully the duties of the position, and must typically be in or related to the position to be filled. Some examples of this qualifying experience are: GS-11: Experience that demonstrates knowledge of Federal Travel Regulations, General Services Administration’s Tender of Services and Tariffs and Carrier Performance Indexes as it relates to the transportation of household goods. Experience with participating in managing a transportation or traffic program involving (1) operating a transport or traffic system to move passengers or commodities of an organization when there is accountability for operating costs, (2) operating a transportation system to provide common carrier types of services to shippers, and (3) procuring common or other carriers and other transportation services to move an organization’s personnel, freight, and/or other commodities. Experience in providing guidance and resolving disputes related to the transportation and temporary storage of household goods. Experience in participating in conducting surveys and studies of the traffic management function, operating methods, procedures, and performance. Experience in negotiating with carriers and/or regulatory bodies on questions of rates, transit privileges and charges, special services and charges thereof, and classification of commodities. GS-12: Experience that demonstrates knowledge of Federal Travel Regulations, General Services Administration’s Tender of Services and Tariffs and Carrier Performance Indexes and Bureau of Prisons’ policy as it relates to the transportation of household goods. Experience in managing a transportation or traffic program involving (1) operating a transport or traffic system to move passengers or commodities of an organization when there is accountability for operating costs, (2) operating a transportation system to provide common carrier types of services to shippers, and (3) procuring common or other carriers and other transportation services to move an organization’s personnel, freight, and/or other commodities. Experience in conducting surveys and studies of the traffic management function, operating methods, procedures, and performance. Experience in investigating inquiries/complaints during the movement of household goods to determine corrective action based on transportation regulations. Experience in preparing reports, recommendations and other documentary evidence for negotiations and/or litigation as it relates to the transportation of household goods. Experience in performing loss and damage prevention work when this included responsibilities, such as policy and procedures formulation, and studies of traffic operations and services. Experience in negotiating with carriers and/or regulatory bodies on questions of rates, transit privileges and charges, special services and charges thereof, and classification of commodities. Experience in providing advisory service involving commodity analysis from the transportation standpoint. OR Combination of Education and Experience: GS-11 only: Have a combination of education and experience. Only graduate education in excess of the amount required for the next lower grade level may be used to qualify applicants for this position. This experience must have equipped you with the qualifications to perform the major duties of this position as described above. If applicable, credit will be given for paid and unpaid experience. To receive proper credit, you must show the actual time (such as number of hours worked per week) spent in the activities. **Your eligibility for consideration will be based on your responses to the questions in the application.**
