The primary purpose of this position is to provide the services of a professional intelligence analyst to enable Air Force Technical Operations Center (AFTOC) time-dominant operations for surveillance of nuclear and tactical problem sets.

Duties

-Serves as a Subject Matter Expert and recognized authority within the squadron in ISR collection and assessment of Directed Energy Weapons and makes decisions that involve interpreting DoD policy and the setting of precedents within the collection and analysis community. Makes authoritative determinations and advises Squadron and Group leadership on technical problems and ISR collection opportunities. -Leads a team that plans, organizes, and conducts analysis on collection issues pertaining to Directed Energy Weapon threats to US and allied nations and on issues within broadly defined and interrelated areas of analytical concern, primarily in support of the AFTAC's mission. Provides operational guidance to analysts who leverage GEOINT, HUMINT and SIGINT analysis in their daily analysis of events and signatures of interest for national nuclear treaty surveillance and theater requirements and essential elements of information (EEI). -Function as the Squadron's all-source intelligence subject matter expert and liaison on surveillance capabilities related to Directed Energy Weapons. Uses open source, geospatial, and signals reporting to augment technical assessments of foreign operations, methods, facilities, and personalities involved in 22 SURS and 709 SAG-related operations to include threats, intentions, capabilities, modus operandi and environment, and develops assessments for the support area of operations-specific threats. -Leads 22 SURS effort to plan and integrated Directed Energy Weapon threats into ACC and Joint Force exercises. Regularly participate in Initial Planning Conferences (IPCs), Main Planning Conferences (MPCs), Joint Planning Teams, meetings and events in order to incorporate Directed Energy Threats into exercises.

Qualifications

This is a GG-13 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-13 duties for the "Professional" work category are at the "Full Performance" work level and are equivalent to those at the GS-13 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job. In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions EXPERIENCE REQUIRED: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include: Mastery of knowledge of the Intelligence Community's various techniques to include HUMINT, SIGINT, GEOINT, and OSINT missions, resources, operations, capabilities, databases, and requirements to perform intelligence research and collection management. Additionally, understand a wide range of concepts governing the 22 SURS mission. Expert knowledge of the interplay of geographic, political, military, economic, and industrial forces in various regions of the world, as well as foreign intelligence threat entities, operations, and capabilities that may be directed against USAF, DoD, and US resources. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of a comprehensive range of HUMINT, GEOINT, SIGINT, and OSINT intelligence research and collection methods, techniques, and practices to use multi-source intelligence information systems to capture data to make recommendations in developing collection capabilities, new hypotheses and theories, and threat assessments. 2. Knowledge of the principles, concepts, and methodologies of intelligence analysis and research related to directed energy weapons. 3. Expert knowledge of the principles, concepts, and methodologies of intelligence analysis and research to include database manipulation, and experienced with data entry and use for multiple ISR community programs and data standards such as TALLON-THRESHER, FADE-MIST, GRAPEVINE, ArcGIS-ESRI, Intelink, etc. 4. Expert knowledge of IC policies, entities, missions, resources, operations, capabilities, databases, and requirements to perform intelligence research and operations planning, collection target analysis, and/or other intelligence related activities. 5. Skill in communicating effectively with others, both orally and in writing, in working out solutions to problems or questions related to the work, writing clear and concise intelligence products, and delivering written and/or verbal presentations to senior-level audiences for decision making purposes. 6. Ability to maintain control of classified material, quickly assimilate disparate data, render knowledgeable and accurate assessments of the implications of such data, and make decisions, estimates, and recommendations under conditions of urgency and pressure based on mature judgement and experience and present and/or justify a position effectively; The incumbent must have considerable experience in military intelligence and intelligence systems and in the planning, management, and execution of programs. The incumbent must be capable of interacting successfully with the operational Air Force community, managers, engineers, scientists, senior-level government officials, and representatives of other government agencies, academies, and industry. CONDITIONS OF EMPLOYMENT CONT'D: 1. Position is designated special-sensitive and requires eligibility for access to Sensitive Compartmented Information (SCI), other intelligence-related Special Sensitive information, or involvement in Top Secret Special Access Programs (SAP) to fully perform the duties and responsibilities of the position. A non-disclosure agreement must be signed. 2. Drug Testing: This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety. 3. This is a key position. The duties of this position meets all requirements as a category 4 designation and shall not be vacated during a national emergency or mobilization without seriously impairing the capability of the parent Federal Agency or office to function effectively. This position must be removed from the Ready Reserve and CAN NOT become a member of the Ready Reserve. (IAW: DoDD 1200.7, "Screening the Ready Reserve,") 4. This is a Mission Essential (ME) position performing a Mission Critical Function (MCF) which must continue uninterrupted after the occurrence of an emergency and continued through full resumption of all functions. IAW, DoDI 3020-42, Defense Continuity Programs. Ref: AFI36-129, dated 17 May 2019 PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
