The primary purpose of this position MANAGEMENT AND PROGRAM ANALYST, GS-0343-12, is to serve as a management analyst within the Security and Readiness section to coordinate initiatives and actions on behalf of the OM Director and performed assigned staff functions.
Duties
Perform continuity of operations and mission assurance functions.
Direct, coordinate, and oversee project/study work.
Serve as a focal point for activities concerning organizational readiness plans and emergency operations.
Represent the command at higher levels within the command.
Develop goals and objectives that integrate organizational and enterprise level management objectives for successful Complex-wide implementation.

Qualifications
Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, ADMINISTRATIVE AND MANAGEMENT POSITIONS. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. An example of creditable specialized experience includes: Applying analytical and evaluative methods and techniques to issues or studies concerning the efficiency and effectiveness of program operations; skill in adapting analytical techniques and evaluation criteria to the measurement and improvement of program effectiveness and/or organizational productivity; application of fact finding and investigative techniques, oral and written communication, and development or presentations and reports. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. Due to the use of 120 day rosters, applicants within 120 days of completion of TIG requirements are encouraged to apply.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge of command organizational structure and its supporting elements and programs, missions, policies, goals, and philosophies.
Knowledge of command operational programs, to include COOP, CARM, Mission Assurance, Unit Control Center (UCC) and Complex readiness functions.
. Knowledge of AF, MAJCOM, and installation missions, functions and processes as it relates to mission assurance, identification of critical assets and processes to assign protection levels for critical assets.
Knowledge of AT/FP requirements, policies and procedures needed update local FPCONs and FPCON measures and to develop effective AT/FP Plans.
Ability to establish effective professional working relationships with coworkers and customers in order to create a cohesive and cooperative working environment that leads to successful mission accomplishment.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). You will receive credit for all qualifying experience, including volunteer experience.
