The primary purpose of this position is to serve as the HQ Air Force (HAF) Military and Family Readiness Center (M&FRC) Financial Education Program Manager responsible for overseeing, coordinating, managing, evaluating the policies and procedures in support Department of Defense's (DoD) direction and execution of the Financial Literacy Training and Readiness Program.
Duties
Manages the requirements of the financial literacy training and readiness program for Air and Space Force Service members (10 U.S.C 992) as amended by Section 661 of the FY16 NDAA for the Service Secretary. Builds and strengthens working relationships and arrangements with the appropriate staffs of the other financial education agencies, to include the Federal government and non-profit organizations. Develops, manages, and monitors a comprehensive financial education on financial services available under law, financial services offered by private sector sources, practices relating to the marketing of private sector financial services.
Acts as the focal point within the HAF Airman and Family Readiness for financial literacy training and readiness issues impacting DAF Service members and their families. Monitors current research and gathers information on immerging trends with financial products and education, with specific attention towards the potential impact of these trends on DAF members.
Represents HQ AF/A1SA with a wide variety of internal and external officials. Represents AF/A1SA on working groups, steering committees and in meetings and conferences. Advocates and explains the DAF position and gains support and cooperation in achieving financial literacy program goals and objectives. Interacts and coordinates with federal agencies (DoD, OSD, and others) non-government agencies and other DAF personnel, sister services, professional associations, service organizations, and private sector entities.
Oversees, monitors and analyzes Military and Family Readiness for financial literacy resource execution. Oversees, monitors, and analyzes DAF resource execution for financial literacy. Serves as the Contracting Officer Representative during the life cycle of contracts supporting the DAF Personal Financial Readiness Program. Ensures that resources planning is accomplished in accordance with standards and that funds are programmed to meet needs.
Air Staff level Community Readiness Policy and Programs. Incumbent performs other duties as assigned for M&FRC program areas of responsibility.

Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-13, or equivalent in other pay systems. Examples of specialized experience includes performing expert knowledge of professional social science, principles, concepts and techniques, DoD and Air Force instructions, executive orders, and public laws pertaining to A&FRC programs in order to establish DAF Financial Literacy Training and Readiness Program and plan and manage existing programs; Transition Assistance, Career Focus, Relocation Assistance, Personal/Family Readiness, Personal Financial Management, Volunteer Resource, and Family Life Education Programs and to serve as staff advisor and technical authority providing advice, assistance and policy guidance to MAJCOMs operating under the Community Readiness model.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of social science and financial readiness principles, consumer credit products, training curriculum concepts and techniques to plan, research, lead and manage the DAF Financial Literacy. Knowledge of program policy and directive issuance development, coordination, and approval process.
2. Extensive knowledge and skill to analyze program progress, problem areas and trends; develop innovative solutions; assess policy implementation; determine impact, develop, and assess options and make recommendations and provide guidance and leadership to staff at AFPC Operations Branch/installations. Knowledge of DAF Military Personnel pay benefits, entitlements, and responsible organizations.
3. Thorough knowledge and understanding of all Military & Family Readiness core programs and government instructions and ability to network with others and build coalitions. Knowledge of installation level delivery of programs and ability to gather and synthesize utilization data as well as customer feedback to improve participant outcomes.
4. Skilled in developing policies and programs based on very broad guidelines and limited precedents. Knowledge and ability to conduct research, analyze pertinent data, evaluate and/or develop technically sound recommendations, and direct corrective actions. Ability to communicate effectively, both orally and in writing and to manage several projects simultaneously.
5. Knowledge of AF planning, programming, budgeting and execution regulations, guidelines, and processes. Ability to formulate, justify, present, and execute Congressional funds, in addition to providing staff guidance and assistance to others on long-range planning, administration and use of funds. Ability to monitor delivery of contractor services and advise contract owner of effectiveness of services being delivered.
6. Skill in dealing effectively and professionally with all ranks/grades; DoD officials; sister services' program managers, SAF/MR representatives and various civilian entities when explaining, negotiating, and/or implementing Airman & Family Readiness policy and procedures. Knowledge and ability to work independently to plan, organize, make decisions, and collaborate with multiple agencies/functions.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social).
