You will serve as a PHYSICAL SECURITY SPECIALIST in the Security Office of PSNS and IMF, San Diego Detachment, San Diego CA.

Duties

You will serve as a technical advisor on Physical Security rules, regulations and procedures for PSNS and IMF as well as tenant commands, ships force and contractor personnel. You will interpret and apply higher authority guidelines on all phases of physical security disciplines for local implementation. You will conduct physical security surveys and inspections. You will inspect protective barriers, lighting, intrusion detection systems and other access control systems to ensure they meet established requirements. You will review military construction drawings for compliance with security requirements. You will prepare written documents on physical security policies, procedures and issues for publication and distribution throughout command. You will be designated as a Contracting Officer's Security Representative (COSR) and assist in the administration of the Industrial Security Program. You will be responsible for administrating security requirements and classification guidance for command classified contracts.

Requirements

  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.

  • Generally, current federal employees applying for GS jobs must serve at least one year at the next lower grade level. This requirement is called time-in-grade. Time-in-grade requirements must be met by the closing date of this announcement.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • You will be required to obtain and maintain a current valid United States driver's license.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You may be occasionally required to work in limited access spaces while conducting physical security inspections and surveys. Work may require walking, climbing, stooping, bending and/or lifting.
  • Approximately 60 percent of the incumbent's work is performed in a wide variety of settings other than an office including aboard ships, in production work spaces and dry docks; work is performed under all weather conditions.
  • You will be required to successfully complete a pre-appointment physical examination.

Qualifications

For the GS-09: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: analyzing and interpreting policies, procedures and regulations to assist with planning, development and implementation of Physical and Industrial Security programs. For the GS-11: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: analyzing and interpreting physical or industrial security policies and procedures to identify and resolve problems to ensure compliance with program requirements. Education may be substituted for specialized experience as follows:

For the GS-09: Master's OR equivalent graduate degree OR 2 full years of progressively higher level graduate education leading to such a degree OR LL.B. or J.D., if related.

For the GS-11: Ph.D. OR equivalent doctoral degree OR 3 full years of progressively higher level graduate education leading to such a degree OR LL.M., if related.
