The incumbent is the program and administrative support and information management for staff and operations in the South Texas Veterans Health Care System (STVHCS) Environmental Management Service (EMS), which is a Class 1A facility comprised of 462 beds providing primary, secondary, and tertiary health care in medicine, surgery, psychiatry, and rehabilitation medicine.

Duties

The incumbent is responsible for all administrative processes requiring the skills of a qualified typist, uses independent judgment and study with specialized and complex subject matters, handles the coordination, collection, and validation of data for a wide range of comprehensive functions, developing and implementing the programs in accordance with Veterans Health Administration (VHA) and health care system (HCS) policy and guidance for all EMS programs. The Program Support Assistant is further responsible for ensuring that the administrative work in the service meets the requirements of HCS policies, adhering to suspense coordination timelines, posting, and maintaining accurate timekeeping records for EMS staff, taking minutes for monthly committees. The incumbent functions as the Secondary Automated Data Processing Application Coordinator (ADPAC) for the service in support of computer practices, logging and identifying malfunctions, tracking, and documenting education and staff training, monitoring, and ordering office and operating supplies to ensure a basic level of inventory is kept on hand and other duties as assigned by the Administrative Officer. The incumbent serves as program support in all aspects of the Environmental Management Service. The incumbent performs clerical support duties in support of the Administrative Officer, Assistant Chief and Service Chief of the Service, and the subordinate staff of those individuals, by performing general office work auxiliary to the work of the organization. The PSA provides clerical support for the EMS Service. Completes projects for EMS Staff, as directed by the Chief, Environmental Management Service. Incumbent is responsible to provide administrative and clerical support to committees and boards assigned to EMS, alongside responsible to prepare the agenda, request and prepare all handouts, distribute committee packets, and take minutes and prepare reports for any monthly EMS meetings. Incumbent will maintain the EMS SharePoint, posting agenda, minutes, and background items timely. Provides SharePoint access to staff. The PSA is responsible for preparing, executing recurring reports in that incumbent assembles material, gathers data periodically, including statistical records and prepare reports for signature. Incumbent is responsible for providing direct administrative assistance and support in the overall management of the administrative and operational activities of the STVHCS Environmental Management Service, the incumbent independently creates memos for 3 EMS as directed by the Administrative Officer, Assistant Chief and Chief of the Service, while tracking and maintaining memos through digital dashboards and file keeping, as necessary. Incumbent meets the needs of customers while supporting the Medical Center and Service missions. Consistently communicates and treats customers (patients, visitors, volunteers, and all Medical Center staff) in courteous, tactful, and respectful manner. Assists the Chief, Environmental Management Service and EMS Staff with meeting requests including retrieving information, setting up interviews, conference calls, VTEL and other important requests. Greets customers (including on the telephone) based on customer service standards established by the STVHCS. Prepares documents/items for shipping. Performs duties as a Records Management Liaison and supplies and equipment inventories, Equipment Inventory Listing (EIL) reports. Completes/Prepares timecards, 2237s, work orders. Performs office automation duties using such software applications as electronic mail, desktop publishing, calendar, spreadsheet, database, and/or graphics. Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/17/2023 Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-06 position you must have served 52 weeks at the GS-05. For a GS-07 position you must have served 52 weeks at the GS-06. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience as described below: In order to qualify for this position at the GS-6 level, you must possess the following: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-05 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Skill in use of Microsoft Work, Outlook, and Excel programs. Performing office automation duties using such software applications as electronic mail, desktop publishing, calendar, spreadsheet, database, and/or graphics. NOTE: Experience must be fully documented on your resume and must include job title, duties, month and year start/end dates AND hours worked per week. In order to qualify for this position at the GS-7 level, you must possess the following: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-06 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to experience where you were responsible for providing administrative support; collecting, compiling and tracking data and information; processing documents and reports; establishing, updating and maintaining office files and records; performing automation duties using such software applications such as word processing, spreadsheet, electronic mail, desktop publishing, calendar, database and/or graphics; answering telephones, referring visitors, and providing information. NOTE: Experience must be fully documented on your resume and must include job title, duties, month and year start/end dates AND hours worked per week. Typing Proficiency: In addition to the specialized experience above, this position requires the ability to type at least 40 words per minute. Physical Requirements: The work is sedentary. Some work may require movement between offices, hospitals, warehouses, and similar areas for meetings and to conduct work. Work may also require walking/standing, in conjunctions with travel to and attendance at meetings and/or conferences away from the work site. Incumbent may carry and lift light items weighing less than 15 pounds.
