OPEN TO THE PUBLIC The primary purpose of this position: Serves as the Senior Intelligence Engineer within the Technical Intelligence Branch of the Intelligence Division. Provides advice to, and acts as the primary cyber threat and cyber intelligence functional consultant to AFNWC cybersecurity and cyber resiliency programmatic activities. The organizational location of this position: Air Force Nuclear Weapons Center, Intelligence Division, Technical Intelligence Branch, Kirtland AFB, NM.

Duties

DUTY 1: Provides detailed multidisciplinary professional engineering expertise to the AFNWC Commander, PEO for Strategic Systems, PEO for Nuclear Command Control and Communications, and Air Force Global Strike Command (AFGSC). DUTY 2: Serves as a senior engineering consultant and technical expert to senior officials, intelligence specialists, program managers, and/or other agency representatives. DUTY 3: Acts as the focal point in generation, review, edit, and in some cases approval of the offices intelligence products. DUTY 4: Provides Intelligence supportability analysis of DoD/USAF Acquisition programs, systems, and processes. DUTY 5: Ensures IC intelligence infrastructure analysis is performed for all AFNWC programs.

  • All new DCIPS employees are required to complete a two-year DCIPS trial period.
  • Position is designated special-sensitive, incumbent must be able to obtain and retain a Top Secret (TS) security clearance with access to Sensitive Compartmented Information (SCI). A non-disclosure agreement must be signed.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Professional and Scientific Positions This is a GG-13 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-13 duties for the "Professional" work category are at the "Full Performance" work level and are equivalent to those at the GS-13 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job. BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT: Degree: Engineering. To be acceptable, the program must: (1) lead to a bachelor's degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. OR B. Combination of education and experience -- college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: EXPERIENCE REQUIRED: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include: Meeting the basic education requirements for the GS-0801-13, and I have the quality level of experience that demonstrates the possession of a broad range of general engineering (mechanical, civil, electrical, and environmental) concepts, principles, and practices; knowledge of a broad range of multi-disciplinary professional facility engineering and construction standards, methods, practices, and techniques, materials and equipment to determine compliance with federal, state, and local codes (including host nations) and regulations; knowledge of health, safety, and environmental requirements and principles as outlined in applicable industry and governmental standards, regulations, and/or technical orders. NOTE: You must submit a copy of official transcripts. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Expert knowledge of all aspects of Engineering, specifically Systems Engineering, in the area of translating state- of-the-art weapon system requirements into complex science and technology production requirements for national intelligence production centers. 2. Extensive experience in the theories, principles, practices and techniques of systems engineering necessary to analyze complex problems of aerospace science and technology and threat data evaluation. 3. Knowledge of the structure, functions and interrelationships of the DoD, intelligence community and aerospace industry, with emphasis on DoD acquisition processes and the structure, functions and interrelationships of the USAF. 4. Ability to plan and manage the execution of complex technical programs involving a variety of geographically dispersed subject matter experts from the Services and industry; and ability to lead and conduct engineering studies and analyses. 5. Ability to represent DoD and Service interests; incumbent will justify, defend and negotiate those issues of significance in working groups and committees that include DoD, Service and industry members. 6. Ability to communicate clearly, concisely, and with technical accuracy, both orally and in writing, as well as work in a professional manner with peers, management, contractors, academia, and other agencies. Ability to plan, organize, and direct the functions and operations of a limited number of staff. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
