The primary purpose of this position is to serve as a budget analyst performing a variety of budget functions involving the formulation, execution, and/or analysis of budgets for complex programs and support activities.
Duties
Performs complex budget formulation work involving preparation of detailed analyses and estimates of annual funding needs for one or more future budget years.
Performs budget execution work involving the monitoring of obligations incurred and resulting expenditures of funds and the administration and review requests for allotments of funds for distribution to program managers.
Provides financial advice, assistance, and guidance on budgeting and related information.
Leverages existing processes to identify and assess risk using data analytics for accurate reporting in identifying problems and trends.
Serves as a senior budget analyst providing advice, guidance, or general oversight to other budget analysts/leadership.

- The incumbent must be able to obtain and maintain an appropriate security clearance.
- A bachelor’s or advanced degree in business administration, economics, finance, or other related field is highly desirable.
Qualifications
Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management positions. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes expert, intensive knowledge of the budgetary policies, precedents, goals, objectives, regulations, judicial decisions, and guidelines of the AF; the sources, types, and methods of funding for organizations and programs; and budgetary and financial relationships between the assigned budgets and other organizations. Practical knowledge of the missions, functions, goals, objectives, work processes, and sources of funding of budget activities in order to relate needs and accomplishments of serviced activities to anticipated and actual dollar figures in the budget. Knowledge of sources of tactual information about the programs and finances of the assigned area of the budget, such as that found in accounting and data processing reports, payroll records, work reports, or inventory and sales data. Knowledge of automated data processing concepts and systems capabilities to accomplish assigned budget functions. This definition of specialized experience is typical of work performed at the GS-11 grade/level or equivalent position in the federal service. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge of multiple budgetary methods, practices, procedures, regulations, policies, and processes to formulate, justify, and execute assigned budget in support of the mission, structure, goals, work processes, and programs of assigned organization(s).
Knowledge of missions, functions, goals, objectives, work processes, and sources of funding pertinent to mission support programs.
Knowledge of computerized budgetary system(s). Intensive knowledge of budgeting administration requirements at various organizational levels.
Ability to apply advanced analytical methods and techniques to analyze and evaluate the effects of changes in program plans and funding as they relate to budgeting work.
Ability to gather, assemble, and analyze data to prepare comparative assessments, develop alternatives, and make recommendations to resolve/troubleshoot discrepancies and disconnects.
Ability to communicate effectively, both verbally and in writing, clearly, concisely, and with technical accuracy.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
