The primary purpose of this position is to perform a wide range of review and analysis functions in the formulation, presentation, and execution of the budget for major segments of the O&M appropriation, and responsibility for managing funding programs for approximately 9 fields level budget offices.
Duties
Performs budget formulation work involving preparation of detailed analysis and estimates of annual funding needs for one or more future budget years.
Performs budget execution work involving monitoring obligations incurred and resulting expenditures of funds and the administration and review of requests for allotments of funds.
Prepares budgeting guidance.
Provides financial advice on budget-related matters such as funding available, effects of the budgetary changes on related activities, status, and use of funds, etc.
Analyzes budget and/or related information.
Uses automated budgetary systems and computer-generated products in accomplishing budgeting assignments.
Safeguards classified or sensitive budget-related information and/or files.
Participates in directorate field level evaluation surveys, SATAF and staff assistance visits to subordinate units.
Accomplishes duties for cost estimation, review and analysis.
Compiles with safety and health directives and reports work-related personal injuries and property damage to supervisor.

Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes: use of expert knowledge of various budgetary methods, practices, procedures, regulations, policies, and processes to formulate, justify, and execute assigned budget in support of the mission, structure, goals, work processes, and programs of assigned organization; ability to use analytical and various cost estimating methods and techniques, to analyze and evaluate the effects of changes in program plans and funding and conduct economic and cost studies/analyses.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge of Air Force Reserve structure, programs and work methods for accomplishing budgeting work.
A detailed, intensive knowledge of the agency budget polices, precedents, regulations, and guidelines.
Knowledge of Congressional, agency, and OMB budget processes, procedures, and requirements to include briefing formats and requirements.
Ability to communicate clearly and effectively both orally and in writing.
Ability to select and apply a variety of analytical methods and techniques to budgetary processes.
Ability to develop new methods and techniques of budgeting applicable to the forecasting of funding needs.
Knowledge of budgeting regulations and procedures for providing procedural guidance on budget administration.
Knowledge of budgeting administration requirements at various organizational levels.
Knowledge of computerized budget systems.
Skill in developing and interpreting guidance and procedures pertaining to cost estimation, review and analysis functions.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
