The employee is primarily responsible for clinic building initiatives within the Tuscaloosa VA Health Care System and Community Based Outpatient Clinics (CBOC). This position plays a vital role in assisting the Service Lines by ensuring all clinic building processes are addressed and executed in a timely, consistent, and comprehensive manner.

Duties

This position is covered by AFGE bargaining unit. Per the AFGE Master Agreement, the Area of Consideration will be: 1st Area of Consideration: Current permanent Facility (including satellites) employees 2nd Area of Consideration: Current Permanent VHA employees 2rd Area of Consideration: All other Current Permanent Dept. of Veterans Affairs employees Employee is responsible for consistent and efficient use of Veterans Health Information System and Technology Architecture (Vista) scheduling options by creating new clinics, modifications and/or cancellation of existing clinics, review/audit of active clinics, clinic maintenance, and clinic utilization review. Incumbent shall be expected to have an in-depth understanding of the complexities of clinic set up and provide technical guidance as necessary to ensure clinics operate as requested, appointment length times and clinic grids reflect actual clinician availability, and any potential compliance issues have been identified and reconciled prior to clinic build. Responsibilities include ensuring guidelines are followed, ensuring proper stop codes are applied and ensuring clinic availability is accurately reflected on the templates. Duties to include but not limited to: Validates accuracy of all clinics set up including locations and contact information that accurately directs patients to the clinical service. Have an in-depth understanding of the complexities of clinic set up and provide technical guidance as necessary to ensure clinics operate as requested, appointment length times and clinic grids reflect actual clinician availability, and any potential compliance issues have been identified and reconciled prior to clinic build. Review clinic cancellation, clinic remapping, clinic deactivation, and clinic reactivation requests, ensuring all requests for clinic maintenance adhere to National, VISN, and local TVAMC policies and procedures. Resolve short term problems quickly, gather information to solve long term problems, and provide recommendations to leadership to solve interrelated issues across multiple program areas. Review data from numerous feedback mechanisms, summarize information, identify trends, and propose administrative solutions. Performs work involving the collection, compilation and/or tracking of data and statistical information in support of the organization's program operation. Exercise sound judgment, tact, and diplomacy in areas of communication and interpersonal relationships. Work closely with members of the health care team to develop and implement administrative procedures that meet clinic management goals and objectives and increase the efficiency of program operations. Provide technical guidance as necessary to ensure clinics operate as requested, appointment length times and clinic grids reflect actual clinician availability, and any potential compliance issues have been identified and reconciled prior to clinic build. Preferred Experience: Knowledge of the technical health care processes including scheduling across interdisciplinary coordinated care delivery model and patient health care scheduling as it relates to access to care. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/12/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-07 position you must have served 52 weeks at the GS-06. The grade may have been in any occupation but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-06 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Utilizing systems for scheduling options by creating new clinics, modifications and/or cancellation of existing clinics, review/audit of active clinics, clinic maintenance, and clinic utilization review; Ensuring guidelines are followed, ensuring proper stop codes are applied and ensuring clinic availability is accurately reflected on the templates; Reviews clinic cancellations, clinic remapping, clinic deactivation and clinic reactivation requests; Maintain accurate records of clinical maintenance requests and all actions taken; and Experience using record keeping procedures. Preferred Experience: Knowledge of the technical health care processes including scheduling across interdisciplinary coordinated care delivery model and patient health care scheduling as it relates to access to care. You will be rated on the following Competencies for this position: Communication Manages and Organizes Information Knowledge Management Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: Work is sedentary. Typically, the employee sits comfortably to do the work. However, there may be some walking, standing, bending, carrying of light items such as such as binders, supplies, etc. within the medical center complex. No special physical demands are required to perform the work.
