About the Position: As a Management and Program Analyst for the US Army Corps of Engineers' South Atlantic Division, located in Atlanta, GA these positions works with the Corps five district location offices of the Corps Military Integrated Division, located in Wilmington, NC; Charleston, SC; Savannah, GA; Jacksonville, Fl; and Mobile, AL.
Duties
Expert Program Analyst and manager who has mastered the application of information and data management of Army information systems for military construction, environmental and Interagency and International Services (IIS) programs.
Expert analyst who has mastered the application of a wide range of qualitative and/or quantitative methods for the assessment and improvement of program effectiveness or the improvement of complex management processes and systems.
Analyzing, evaluating, and/or improving the efficiency of the administrative operations, organizations, or management. Outlines complex objectives to be achieved for organizational performance, establishes work plan, and resolves priority conflicts.
Provides information and data management programmatic level guidance to a team of technical experts involved in planning, analyzing and/or evaluation the effectiveness of line or operating programs.
Confers with senior South Atlantic Division staff managers to develop positions on critical policy issues with regional or national significance.
Leader of assigned program(s) to support regional governance processes and enterprise level program reviews, planning, organizing and directly daily activities with the team (made up of district and division members).
Defines regional military program data and information management roles and establishes program management goals in support of headquarters US Army Corps of Engineers goals and objectives.

- Employee must obtain and maintain a Project Management certification within one (1) year in this position.

Specialized Experience: One year of specialized experience which includes: Expert experience with data and information management and program analysis of the Army multi-faceted Military Integration Division missions including military construction, installation restoration program, environmental quality program, formerly used defense sites program, superfund program, interagency and international services program is needed for the Management and Program Analyst position. Experience with information and data management of Army information systems to include USACE Primavera Project Management software (P2) Automated Information System and Program Analysis & Evaluation, Military Programs Business Intelligence (MPBI), Enterprise Data Warehouse (EDW), Qlik Sense (data visualization and discovery tool) Applications, and Corps of Engineers Financial Management System (CEFMS), and Resident Management System (RMS) construction management software.
This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12 or above).
