THIS IS A NATIONAL GUARD TITLE 5 EXCEPTED SERVICE POSITION.
This National Guard position is for a GS-0301-09 UNIT DEPLOYMENT MANAGER (TITLE 5), Position Description Number T5643000 in FAC 21BA00 and is part of the MO 139th Airlift Wing.
APPOINTMENT FACTORS: This position is an Indefinite Title 5 Excepted Service position. This is a bargaining unit position. SEE NOTES UNDER CONDITIONS OF EMPLOYMENT BELOW.
Duties
Plans, organizes, and oversees all unit level deployment activities.
Configures and maintains functional Unit Type Codes (UTCs) as postured by MAJCOM FAMs (Functional Area Managers) using available unit assets.
Monitors UTC/Unit Manning Document (UMD) authorizations and notifies senior management/applicable offices when mismatches are identified.
Plans and schedules personnel deployment/redeployment processing within the Installation Personnel Readiness (IPR) office and ensures a smooth and orderly flow of deployment personnel.
Ensures continuing support for communications requirements are accomplished throughout the deployment duration.
Performs analysis activities.
Establishes metric and system analysis systems for unit and higher level management to assess the efficiency, effectiveness, and compliance with regulatory procedures.
Assists/Manages status of reporting to include unit’s, Defense Readiness Reporting System (DRRS) and AEF Reporting Tool (ART) reporting requirements.
Briefs unit commanders and staff on deployment process.
Advises commander on the direction, management, and operation of all aspects of unit deployment capabilities.
Ensures the unit is ready to meet wartime and peacetime mobility taskings by scheduling and tracking unit deployment training.
Utilizes AEF Online tools to prepare unit members for deployment.
Reviews/schedules immunizations and ensures proper documentation.
Maintains recall roster and Deployment Readiness Checklist, documents readiness status, mobility status report, mobility training and records, personnel readiness training, and maintains Air Force Deployment Folders (AFDFs)/mobility folders.
Periodically reviews folders to ensure completeness, currency, and accuracy.
Counsels family members of deployed personnel on service programs available.
Performs other duties as assigned.
Requirements
- Management has the right to convert this position to permanent status without re-advertising.
- Employment can be terminated with a 30 day notice.
- In the event a permanent (Tenure 1 or 2) employee is selected, and is willing to accept the indefinite appointment, that employee will relinquish permanent status.
- United States Citizenship is required.
- Federal employment suitability as determined by a background investigation.
- Males born after 31 December 1959 must be registered for Selective Service.
- Participation in direct deposit is mandatory.
- Appointments of retired members of the Armed Forces as National Guard employees within 180 days of retirement requires a waiver approved by the Adjutant General of Missouri before an effective date can be established.
- Advanced in hire rate may be granted to set pay above the minimum rate of the grade for a new employee if he/she possesses superior qualifications relevant to the positions' requirements and is essential to accomplish the agency's mission.
- Creditable Service for Annual Leave accrual may be granted to new employees if he/she possesses superior qualifications essential to the position; and which were acquired through performance in a non-federal or active duty uniformed service position.
- The duties performed in a non-federal or active duty uniformed service position must directly relate to the position to which appointed and such qualifications are necessary to achieve an important agency mission or performance goal to be eligible.
Qualifications
GS-09 SPECIALIZED EXPERIENCE: Must possess at least one year of specialized experience equivalent to at least the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector which includes includes applying laws, regulations, policies, and precedents affecting deployment operations; adhering to administrative processes and documentation requirements ensuring deployment readiness; identifying and resolving procedural or factual deployment issues; utilizing analytical techniques and evaluation criteria to measure and improve the deployment program by developing new and modified methods; preparing reports and briefings.
Education
Must possess a master's or equivalent graduate degree or two full years of progressively higher level graduate education. This education must demonstrate the knowledge, skills, and abilities necessary to do the work of this position. NOTE: One year of full-time graduate education is considered to be the number of credit hours that the school attended has determined to represent 1 year of full- time study. If that information cannot be determined from the school, 18 semester hours should be considered as equivalent to 1 year of full-time study. Must possess an appropriate combination of successfully completed post-high school education and specialized experience which is equal to 100% of the stated minimum qualifications. To determine your combination, first compute your experience as a percentage of the experience listed in "A" above; then determine your education as a percentage of the education listed in "B" above; then add the two percentages together. The total percentages must equal at least 100 percent. Only graduate education in excess two full years (36 hours) may be used to qualify.
