This is a developmental position. At this level, the incumbent will receive assignments that are designed to develop their skills and knowledge until reaching a full promotion potential of GS-0301-12. Work assignments are designed to introduce the incumbent to a full range of duties and responsibilities required by the full performance level. The incumbent will apply skills to collect, organize, analyze, and present information related to the current and future program workload.

Duties include, but not limited to: Administrative Manages services across the health care continuum working closely with primary care, mental health, specialty care providers and other health care professionals and team members, other clinics, internal services, community agencies and Veterans. The FTC oversees/manages technologies for telemedicine clinical encounters, development, and implementation of new telemedicine technologies, and improved Veteran access at the facility level through the use of anywhere-to-anywhere telemedicine technologies. This support is both technical and administrative within the facility network as well as outside organizations for anywhere-to anywhere Veteran video care. Works closely with Network and facility leaders and staff to incorporate new concepts and programs into current systems and provides education and training to all facility staff and Veterans affected by program, role, or technology changes. Leads with strategic direction and program oversight throughout the Telehealth Rural Health Program. Provides expert leadership consultation for management discussions, decisions, and policymaking concerning Clinical Video Telehealth (CVT) and rural health; consults and advises the Chief of Staff, Facility Director, and Chief Information Officer on all related matters. Integrates CVT program planning within facility operations as a whole to ensure quality goals and performance improvement priorities are complementary and in congruence with the overall VISN CVT program. Program Management & Development Improves access to Veterans identified as "rural" and "highly rural" through the use of telemedicine technologies by providing access to VA networks or outside organizations by Clinical Video Telehealth, VA Video Connect, or ATLAS. Oversees and manages facility level development, implementation, and incorporates new telemedicine technology concepts and programs with local staff; evaluates new proposed or current work against specified goals and objectives and provides constructive criticism or recommendations for improvement; and, works to interpret and apply guidelines, assess program effectiveness, and analyze and resolve issues or problems. Virtual Care Development Coordinates with the VISN Rural Health Planners and VISN Telehealth Manager to engage in outreach planning and activities, including work with potential non-VA community partners to improve access for rural and highly rural Veterans to healthcare services via Telehealth initiatives and programming. Develops, implements maintains, and documents Telehealth internal and control policies and procedures. Analyzes new and amended legislation, and develops policy covering programs, activities, or functions for which the facility has the responsibility. Supervision Responsible for administratively supervising Hybrid Title 38 Telehealth Clinical Technicians, (TCT) spanning the facility and related CBOCs; technical supervision of TCT staff is provided by other Title 38 or Hybrid Title 38 management official(s). Completes leave requests, certifies timecards, and oversees day to-day management activities for the Telehealth technicians and contributes valuable constructive input into annual proficiencies. Ensures that staff are efficiently and effectively accomplishing quality work that is compliant with regulatory requirements outlined by of Office of Connected Care, laws, VHA policies and requirements. The FTC sets and adjusts short- and long-term priorities; assesses staffing needs, and ensures all positions are appropriately staffed to cover all program functions. Conducts team meetings weekly and composes minutes. Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. Work Schedule: Monday - Friday, 8:00am - 4:30pm Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 12/10/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: GS-11 Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-9 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: responsibility for advising, planning, developing policies, implementing and evaluating administrative processes and programs, such as contract and funds management, staffing efficiency, labor mapping, human resources, consult management, RMD, and communications across the services line; coordinating ongoing data collection and performs analysis to determine optimal organizational performance; reviewing Medical Center Policies (MCP) and Standard Operating Procedures (SOP) to ensure they are reviewed and published before their due dates; monitoring fund control points on a day-to-day basis and requests transfers between accounts as needed throughout each Fiscal Year to ensure service functions within budget allocations; responsibility for the development, implementation, and compliance with quality improvement plans/activities of the Service. Monitors medical center, section specific, requirements for compliance (e. g. The Joint Commission (TJC), Office of Inspector General, VACO, quality assurance, etc.). NOTE: Experience must be fully documented on your resume and must include job title, duties, month and year start/end dates AND hours worked per week. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed three (3) years of progressively higher-level graduate education or masters or equivalent graduate degree or LL.B. or J.D., in a related field of the position to be filled. Education at the graduate level must have been obtained in an accredited college or university and must demonstrate the knowledge, skills, and abilities necessary to do the work of this position. OR, Combination: Applicants may also combine education and experience to qualify at this level. You must possess an equivalent combination of successfully completed graduate level education (beyond the first year) and specialized experience as described above, to meet the total experience requirements.
