This position is designated mission essential. Serves as a Personnel Security Specialist, Training Instructor for VRO. Responsible for developing and implementing training curriculum. Oversee and evaluate quality assurance initiatives for all security professionals within VRO. Provides program management support requiring frequent coordination with senior management, and internal & external customers. Employ effective instructional design methodologies to develop and educate VRO personnel.

See: Security Administration Series 0080 (opm.gov) for OPM qualification standards, competencies and specialized experience needed to perform the duties of the position as described in the MAJOR DUTIES and QUALIFICATIONS sections of this announcement by 10/16/2023 Applicant must have directly applicable experience that demonstrates the possession of the knowledge, skills, abilities and competencies necessary for immediate success in the position. Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies/knowledge, skills and abilities necessary to successfully perform the duties of the position. You must have specialized experience sufficient to demonstrate that you have acquired all the competencies necessary to perform at a level equivalent in difficulty, responsibility, and complexity to the next lower grade GG/GS 12 in the Federal service and are prepared to take on greater responsibility. Generally, this would include one year or more of such specialized experience. Specialized experience for this position includes: Developing, implementing, and evaluating quality assurance initiatives. Responding to quality and training needs analysis and work as an authoritative consultant to improve processes. Developing, delivering, and evaluating new and innovative security training programs, products, and services. Incumbent is required to attain the Security Fundamentals Professional Certification (SFPC) within two (2) years of entry on duty. Certification must be maintained in accordance with program rules. Incumbent may be required to attain Adjudication Program Certification upon enrollment availability Specifically you will be evaluated on the following competencies: 1. Conduct and track security awareness briefings and debriefings. 2. Customer Service: Anticipates and meets the needs of both internal and external customers. Developing Others: Develops the ability of others to perform and contribute to the organization by inspiring and providing a learning environment of ongoing feedback and opportunities to learn through formal and informal methods, enabling employees to address skill gaps and realize their highest potential. Actively encourages and supports enhancement of a joint perspective. 4. Learning: Uses efficient learning techniques to acquire and apply new knowledge and skills; uses training, feedback, or other self-learning and development. 5. Security Tools and Methods Technical: Apply tools and methods to substantive discipline, domain, or area of work. Adapt existing tools and/or methods or employ new methodological approaches required for substantive discipline, domain, or area of work.

Education

Substitution of education may not be used in lieu of specialized experience for this grade level.
