The Administrative Officer position is located in VISN 12 Telecommunications Service at the William S. Middleton Memorial Hospital Madison, WI.
Duties
Complexity VHA Facility, it is organizationally aligned under the VISN 12 Telecommunications section. The primary purpose of this position is to assist the VISN 12 Telecommunications Manager in providing administrative support exercising various forms of administrative & technical work performed by the VISN 12 Telecommunications Call Center (TCC) that spans multiple shifts.
The VISN 12 Telecommunications Administrative Officer (AO) is dedicated to overall Telecommunications Call Center program management. Functions of the Administrative Officer include planning, staffing, directing, budgeting, ensuring the development and tracking of outcomes, ensuring evaluation and tracking of the program. Resource management responsibilities include assuring appropriate resources are designated for the support of TCC. These resources include appropriate space, time, equipment for the daily use of TCC staff. The AO provides administrative support to the 1st and 2nd level Telecommunication Managers and Supervisors of the TCC. Listed below are major duties to the position but are not limited to:
MAJOR DUTIES:
Coordinates Human Resource activities for the TCC Managers including staffing (recruitment;
vacancies; turnover); and trains and provides guidance to supervisors regarding staffing,
performance management, competencies, coordinating telework, and other human resource
policies and practices.
Provides oversight into the administrative aspects of the TCC. Reviews and audits
procedures and practices to ensure compliance with contract and applicable law.
Serves as the TCC equipment coordinator: managing requests, reviewing utilization and
needs with thorough justification.
Serves as the TCC SharePoint Administrator insuring accurate and updated material is
provided.
Assists in developing recommendations and solutions for process/program improvement, and
compliance with established standards and reports. Performs other related duties as
assigned. Ability to work effectively under the pressure of tight time frames and rigid
deadlines.
Coordinates administrative support activities: helping create and approve meeting Minutes
and Agendas and acts as a timecard approver/certifier and other duties as they arise.
Serves as the primary patient advocate representative for TCC. They will be primarily
responsible for compiling information, responding to patient issues, preparing Congressional
correspondences and Patient Advocate issues. Incumbent will utilize software such as VSignals
and PATS-R in response to patient issues and reporting.
Work Schedule: Full-Time, Monday - Friday, 8:00AM - 4:30PM

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/12/2023.Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. GRADE REQUIREMENTS:GS-07:
Experience: Must possess at least one (1) full year of experience equivalent to at least the next lower grade level (GS-06) that equipped you with the particular knowledge, skills and abilities to successfully perform the duties of the position, and that is typically in or related to the position to be filled. Examples of specialized experience includes, but are not limited to: Working knowledge of applicable public laws, federal and policies and regulations, station directives, legal decisions, and state laws dealing with care and treatment of veterans and beneficiaries; Ability to interpret rules, regulations, policies, and procedures to make sound decisions, using good judgment; Working knowledge of medical and administrative records systems to determine eligibility, register/admit patients, schedule/adjust tours of duty for staffing purposes, and to retrieve information and prepare reports; Working knowledge of safety and fire prevention rules and regulations, of facility and community disaster plans and procedures; Knowledge of medical and technical terminology and the functions of specialty departments and divisions within a medical center; Ability to identify and analyze complex problem or situations with a wide range of variables; Skill in communication and interpersonal relations, including the ability to appropriately and courteously relate internal and external customers. Education: Applicants may substitute education for the required experience. Successful completion of one (1) full year of graduate level education; or successful completion of a full 4-year course of study leading to a bachelor's degree; or have Superior Academic Achievement (S.A.A) obtained in an accredited college or university. Combination: Applicants may combine education and experience to qualify at this level. Must possess equivalent combinations of education and experience to qualify at this level. Applicants must have a combination of successfully completed graduate level education and specialized experience as described above. (Transcripts Required)
GRADE REQUIREMENTS:GS-09:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Knowledge of healthcare systems, healthcare management and healthcare operation; Knowledge of VHA regulations, VA Medical Center Memoranda, and policies and procedures; Ability to use Microsoft Word or comparable word processing software to execute several office automation functions; Knowledge of organizational structure, human resources staffing and utilization, work methods, and related requirements to analyze administrative issues and problems; Ability to research and assemble data; Knowledge of various techniques for analyzing and measuring issues such as the effectiveness, efficiency, and productivity of programs; Knowledge and ability to develop training materials and conduct effective training programs for professional, technical and non-technical personnel. OR,
Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed two (2) years of progressively higher-level graduate education leading to a master's degree or master's or equivalent graduate degree, or LL.B. or J.D. in a related field of the position to be filled. Education at the graduate level must have been obtained in an accredited college or university and must demonstrate the knowledge, skills, and abilities necessary to do the work of this position. Physical Requirements: The work is often sedentary. No special physical demands are required to perform the work. Walking, standing, bending, and carrying of light items such as papers, charts, reports, and files may be necessary. Intermittent travel between campus locations maybe be required.
Work is performed in a typical office setting which is well-lighted, heated, cooled, and ventilated. Work will be conducted in a safe manner adhering to Medical Center safety policies. Occasional travel is necessary.
