This position is located in Pathology & Laboratory Medicine Service, John Cochran Division, of the VA St. Louis Health Care System. Primary purpose of this position is to provide transcription, administrative, accounting, acquisition, and timekeeping support to the Chief, Pathology & Laboratory Service; Staff Pathologists; and the Administrative Officer. Pathology & Laboratory Service provides services to a two-division Health Care System.
Duties
Duties include but are not limited to:
Transcribes medical dictation by physicians and other medical practitioners pertaining to patients' assessments, diagnostics, therapy and other medical reports relying heavily on typing skills, medical terminology vocabulary and standard concepts, practices and procedures within the medical field.
Incumbent coordinates the flow of Anatomic Pathology consult cases; these include cases sent to other institutions as well as consults sent to St Louis VAHCS from other institutions. Tracks all incoming and outgoing clinical lab samples and requests for services related to PLMS environmental water testing program. Ensures all incoming samples are logged in and all outgoing results are electronically tracked using Microsoft Excel or other appropriate spread sheet programs. Monitors and accounts for all outgoing water testing invoices and all incoming water testing payments. Checks patients in for their lab samples procurement appointments. Accessions lab tests samples in central receiving sections of the lab arid performs other procedures necessary. To ensure appropriate specimen receipt, handling, and processing to ensure accurate, reliable laboratory results. Ensures correct routing of clinical samples to laboratory sections, informing other staff of sample urgency as necessary. Selects the correct method of resolution for problem samples and orders and informs team leader or supervisor of problems that cannot be resolved. Works with P&LMS chief, manager and supervisors to electronically submit all requests for new equipment to the facility's Equipment Committee. Tracks the status of all Equipment Committee requests and works with facility logistics staff to ensure timely resolution to any equipment request issues.
Prepares annual input for acquisition planning for well-established levels and types of standard equipment and expendable supplies necessary to support PLMS operational and administrative functions. Prepares and maintains equipment request listing(s) for the various sections of the service, verifying with each program the items listed are still current and accurate. Ensures and verifies all supporting documentation is current and accurate for each requested item on the service lines' equipment list. Prepares 2237s as requested by the Pathology & Laboratory Service Administrative Officer.
Implements federal and agency program for control and inventory, return and reutilization Of equipment. Uses well-established and commonly applied methods to maintain consolidated memorandum receipt (CMR). Required to assist with physical inventory on an annual basis of all CMRs assigned to Pathology & Laboratory Service. Works directly with appropriate medical center staff and vendors to ensure equipment and/or instruments are repaired and/or replaced as needed in accordance with specific agency directives and procedures. Arranges for disposal of surplus or excess property In accordance with specific agency directives and procedures. Manages the calendar for the Chief, P&LMS, including scheduling meetings, booking conference rooms, contacting meeting attendees to confirm attendance, tracking attendance and preparing meeting agendas and minutes as needed.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-5 position you must have served 52 weeks at the GS-4.

You may qualify based on your experience and/or education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-4 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Experience transcribing medical dictation regarding patient's assessments; Utilizing data tracking systems to keep logs for the service; Payroll/timekeeping experiences for employees; scheduling meetings and appointments on calendars for management staff; Office/clerical work involving answer phones and transferring calls to the correct department. NOTE: Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed 4 years above high school in any field for which high school graduation or the equivalent is the normal prerequisite. This education was obtained in an accredited business, secretarial or technical school, junior college, college or university. (TRANSCRIPTS REQUIRED) OR,
Combination: Applicants may also combine education and experience to qualify at this level.
