This position is part of the Office of Management, Department of Energy. As a Director, Office of Travel Management, you will serve as the Director, Office of Travel Management for the Office of Management, leading staff located in both Washington, DC and Germantown, Maryland. The incumbent manages the full spectrum of Departmental-wide travel policy, programs, operations and exchange visitor programs,

Duties

As a Director, Office of Travel Management, you will: Develops and implements Headquarters policies, procedures, and guidelines for employee and contractor travel. Composes strategic and long-range plans for the Federal Travel Policy and Procedures, reflecting the program's mission and goals and consistent with DOE's program and business lines. Serves as the Departmental representative on interagency and intra-Departmental working groups, committees developing Departmental/government-wide official travel policies and procedures. Oversees the development of DOE-wide policy and programs for the Department of Energy's Exchange Visitor Program. Oversees the Passport and Visa Office in the management and operation of the issuance of official passports for Federal employees and the acquisition of visas, when required, prior to travel. Plans, organizes, and directs the work of a team of specialists and administrative personnel.

Requirements

  • First time supervisors will be required to serve a 1 year probationary period.
  • This position does not support 100% remote work. You will be required to report physically to the official reporting worksite as specified by the supervisor, but no less than 2 days per pay period.

Qualifications

SPECIALIZED EXPERIENCE REQUIREMENTS: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent at the GS-14 grade level. Specialized experience for this position is defined as meeting all the following: Analyzing, interpreting, and writing travel and relocation policies, regulations, and procedures for an organization or agency. Overseeing a J1 Exchange visitor program to include managing non-immigration visa requests for individuals seeking to participate in work-and study-based exchange visitor programs. Managing a passport acceptance facility and requesting travel visas for various countries. "Experience" refers to paid and unpaid experience. Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. CTAP/ICTAP candidates: To be considered "well qualified" you must (1) meet all of the requirements as described in this section; and 2) be rated "well-qualified", which is defined as scoring in the in Well Qualified category (or higher). You must meet all qualifications and eligibility requirements by the closing date of this announcement.
