This position serves as an advisor providing support and assistance to Foreign Affairs (FA) - Europe, Western Hemisphere, North Asia, South Asia, or Africa and Middle East Operations, and the Directors and Senior Directors of those divisions. The employee ensures the coordination of staff contact work with specialists throughout the agency and department which is essential to the effective coordination of the foreign interests within the assigned areas.

Duties

Serves as the principal contact for field staff in assigned area overseas offices regarding all administrative actions which are required for Foreign Affairs (FA) regional programs and operations. Coordinates with Directors or Senior Directors to develop procedures, standards, and methods for collecting, processing, analyzing, summarizing, and presenting statistical, financial, cost, and performance data. Provides guidance and management services to support the development and evaluation of the operating programs of Foreign Affairs. Serves as the central point of authoritative information on internal policies, procedures, and requirements of FA. Participates and provides significant input into planning and management studies necessitated by program and organizational changes. Reviews and implements regulations and directives from higher authority to ensure compliance and consistency of office operating procedures and policies.

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below. TIME-IN-GRADE: Current federal employees applying for a promotion opportunity must meet time-in-grade (TIG) requirement of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled. FOR THE GS-09 LEVEL: Applicants must have one year of specialized experience (equivalent to the GS-07 level) that may have been obtained in the private or public (local, county, state, Federal) sectors which demonstrates Specialized Experience in the following: Experience processing administrative work to effectively support the workforce including, but no limited to, office management, document control, travel coordination, maintaining calendars, scheduling and planning meetings and taking minutes, scheduling, reserving conference rooms, acquiring supplies and maintaining an inventory of those supplies; timekeeping, writing newsletters or other written publications on a regular and reoccurring basis about happenings and events within an organization etc. Experience in management and organizational principles, techniques, systems, and procedures. An understanding of and ability to follow agency policies and procedures and governmental regulations. Experience in oral and written communication techniques to organize and present coherent briefings to management, to clearly relay management information to personnel, coordinate solutions to problems, and to compose a variety of related correspondence. Ability to effectively gather, assemble and analyze facts, draw conclusions and devise solutions. Ability to work collaboratively with management, staff, and program officials to collect, analyze findings and make recommendations. Experience collecting and reporting data. OR master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree or LL.B. or J.D., if related Note: Equivalent combinations of education and experience are qualifying for this grade level. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
