This position is located in the Outreach Division, Office of Public and Congressional Affairs (CA/P), Bureau of Consular Affairs (CA), Department of State. The Office of Public and Congressional Affairs advances the Bureau 's policies through media relations, public outreach, and Congressional liaison. The incumbent serves as Chief of the Outreach Division with responsibility for planning and managing a comprehensive program of public outreach.

Duties

Oversees the planning and execution of the functions assigned to the Division. Ensures the planning and coordination of Division activities with those of other Bureaus, including the Bureau of Global Public Affairs (GPA), to ensure an integrated and consistent approach to public outreach and engagement. Exercises delegated authority and responsibility for the first line supervisory functions. Leads and/or actively participates in Bureau and Department meetings involving discussions of policies and plans for enhancing public outreach that includes sharing information and best practices with counterparts in other organizations. Provides authoritative advice and guidance to Bureau managers in planning and carrying out public outreach efforts

Requirements

  • Incumbent will be subject to random drug testing.
  • U.S. Citizenship is required.
  • One year probationary period, unless excepted by regulation.
  • This is a supervisory position.
  • New supervisors must successfully complete a 1 year probationary period.
  • Must be able to obtain and maintain a Top Secret security clearance.
  • Verification of employment eligibility in the United States is required.

Qualifications

Applicants must meet all the required qualification requirements described below by the closing date of this announcement.  NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement. Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F. Applicants must have 1 year of specialized experience equivalent to the GS-13 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position. Qualifying specialized experience must demonstrate the following: Experience developing and implementing Public, Digital Engagement, and outreach and/or training initiatives; and experience advising and guiding CA outreach strategies. There is no substitute of education for specialized experience for the GS-14 position. In addition, applicant's experience must also demonstrate that the candidate possesses the following qualities: Ability to assign, review, and supervise the work of others; Objectivity and fairness in judging people on their ability, and situations on the facts and circumstances; Ability to adjust to change, work pressures, or difficult situations without undue stress; Willingness to consider new ideas or divergent points of view; and Capacity to "see the job through."
