This position is located at Consumer Financial Protection Bureau, ENFORCEMENT. The incumbent serves as one of the Bureau's foremost experts on technology related to all matters concerning the management of investigation and litigation and provides supervision and oversight of the legal technology program, which entails the mission, functions, projects, activities, laws, rules, and regulations related to electronic discovery.
Duties
As a/an Chief of Litigation Technology, you will:
Develop both short- and long-range legal technology program planning activities that include multiyear work plans that are the products of subordinate organizational projects/programs.
Build relationships within Supervision, Enforcement, Fair Lending, Technology and Innovation, and other divisions as appropriate. Engage these stakeholders to identify ways that the legal technology team can more effectively, efficiently, or systematically provide expert analysis and advice on legal related information technology issues or problems where new analytical techniques must be developed.
Lead, coordinate, and/or facilitate work and projects with long-term staff and litigation support staff or cross-functional teams in identifying, inspecting, analyzing, and evaluating various data environments and software systems for files or other data relevant to an investigation.
Plan, direct, and/or monitor various litigation support tasks for major projects, including both government and contractor activities.
Provide guidance and explanations about technical strategies to management, attorneys, investigators, and economists to help them understand key aspects at issue in an investigation or litigation. Educate Bureau staff on developments related to principles and practices of the digital age to improve how government serves the public, technical strategies for effective investigations and litigation, and how to advance the use of emerging technologies.
Qualifications
You must meet the following requirements within 30 days of the closing date of this announcement.
Specialized ExperienceFor the CN-72, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the CN-60 grade level in the Federal service. (For qualification purposes, the CN-72 is broadly equivalent to the GS-14). Specialized Experience for this position includes:
- Develops both short- and long-range legal technology program planning activities; AND
- Leads, coordinates, and/or facilitates work and projects with long-term staff and litigation support staff or cross-functional teams; AND
- Leads a litigation support team in identifying, inspecting, analyzing, and evaluating various data environments and software systems for files or other data relevant to an investigation; AND
- Recommends, helps design, and leads outreach efforts with technical experts at state, local, federal, and international government partners to implement the latest advances in legal technology.

Part-time experience will be credited pro-rata based on a 40-hour work week, while work of 32 hours or more will be rounded up to full-time experience.
