Be a part of Department of Labor (DOL)! This position is with the U.S. Dept. of Labor, Occupational Safety & Health Administration (OSHA) within Region 4. Selectee will be expected to report to location for which they are selected. Position is inside the bargaining unit. Additional selections may be made from this announcement if funding becomes available.

Duties

Major Duties include, but are not limited to, the following: Conducts investigations and reviews investigative files ensuring the proper applications of investigative protocol, the reasonableness of findings and conclusions, the adequacy of documentation, and to assure that cases are legally sufficient and consistent with OSHA policy and directives. Reviews investigation files ensuring the same. Engages professionally with individuals with a wide range of educational levels to convey information, engages in conflict resolution during investigations for the purpose of settlement, and communicates an analysis of complex evidentiary material to all appropriate parties. Negotiates just and legally enforceable settlements with complainants and respondents. Prepares and provides training to Investigators. Consults with Regional Solicitors on complex resolution issues. Testifies in the United States District Court as an official government witness and at administrative hearings conducted before U.S. Department of Labor Administrative Law Judges. Expertly manages multiple projects with fluctuating deadlines and priorities. Maintains customer service focus while solving program issues concurrently. Employs strong organizational skills. Plans and conducts field investigations of all prima facie cases. Reviews evidentiary documentation and applicable and precedent-setting case law. Discusses apparent problems areas and provides guidance and interpretation on the use of legal standards and other regulatory or procedural requirements. Conducts audits of regional program and state plans. Identifies deviations from policy and makes recommendations for resolution. Employs negotiation techniques to resolve whistleblower complaints at various stages of the investigative process.

Requirements

  • Must be a U.S. Citizen.
  • Must be at least 16 years old.
  • Candidate required to obtain the necessary security/investigation level.
  • Requires a probationary period if the requirement has not been met.

Qualifications

Specialized Experience is the experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform the duties of the position successfully, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level. To qualify for the GS-13: Applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level, GS-12. Qualifying specialized experience for the GS-13 includes: analyzing labor and employment discrimination law to determine compliance; interpreting principles and practices to assist parties in resolving whistleblower retaliation complaints; engaging in conflict resolution and settlement discussion/negotiations.
