The primary purpose of the Program Specialist, HR Liaison position is to provide HR advisory services in all matters pertaining to human resources management and technical support for the regional office Human Resources office. Functions include, employee leave and benefits, recruitment and staffing, employee and labor relations, ensuring all actions are in accordance with agency protocols and regulations.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/10/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement.
For a GS-09, position you must have served 52 weeks at the GS-07.
For a GS-11, position you must have served 52 weeks at the GS-09.
For a GS-12, position you must have served 52 weeks at the GS-11.
The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials.
Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience and/or education as described below:
Specialized Experience: GS-9 Level: Applicants must have one year of specialized experience equivalent to at least the next lower grade (GS-07) in the normal line of progression for the occupation in the organization. Specialized experience is defined as experience in three(3) of the following areas:
Work collaboratively on a variety of leave programs (Family Medical Leave Act, Voluntary Leave Transfer, annual leave, sick leave, etc.)
Providing advice and counseling on benefits and entitlements to new and existing employees.
Administering and advising on awards programs.
Experience processing personnel actions.
Provide leaders and employees with information and interpretations of the organization's policies, procedures, and guidelines.
Maintain and utilize automated databases in order to track information and extract data used to generate documents, records, and reports.
Education Requirements
GS-9 Level:
Master's or equivalent graduate degree
or
2 full years of progressively higher-level graduate education leading to such a degree orLL.B. or J.D., if related.
GS-11 Level: In addition to the required GS-9 specialized experience above, applicants must also have 1 year at the specialized experience equivalent to the GS-9 in the normal line of progression for the occupation in the organization. Specialized experience is defined as experience in at least two(2) of the following.
Experience performing HR management advisory services for specific requests requiring research and applying human resources policies and practices.
Experience in Federal staffing and recruitment using a variety of Federal hiring authorities.
Experience performing performance management.
Experience providing guidance on labor issues regarding unfair labor practices, grievances, information requests and negotiations.
Advising on and drafting disciplinary and adverse actions and performance-based actions.
Education Requirements
GS-11 Level:
Ph.D. or equivalent doctoral degree
or
3 full years of progressively higher-level graduate education leading to such a degree orLL.M., if related.
GS-12 Level: In addition to the required GS-11 specialized experience above, applicants must also have 1 year at the specialized experience equivalent to the GS-11 in the normal line of progression for the occupation in the organization. Specialized experience is defined as experience in at least three(3) of the following:
Experience providing authoritative management advisory services, which includes researching, analyzing and evaluating issues, determining applicable precedents, and identifying the most effective approach to resolve complex human resources problems.
Experience meeting and dealing with managers and employees at all levels in situations of a highly sensitive nature.
Experience providing expert advice and guidance in the areas of employee relations and staffing and recruitment.
Experience in recruitment using various Federal hiring authorities.
Resolving complex leave administration issues.
Preparing the Agency response for 3rd party hearings (FLRA, MSPB, etc.).
Experience in labor negotiations.
Experience interpreting labor agreements.
There is no education substitution at this level.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level, GS-09-GS-12.
Physical Requirements: This position is primarily sedentary with some walking, standing, bending, and/or carrying lightweight items.
