The incumbent serves as the Operations and Planning Division (OPD) Director, and, as such, plays a vital and critical role in providing leadership and advising the Deputy Administrator and other Livestock and Poultry (LP) Program officials on overall guidance and direction in the application and execution of Agency policies as they relate to LP and its programs to ensure efficient and effective allocation and management of resources.
Duties
The duties may include, but are not limited to:
Develops detailed plans, goals, and objectives for the long-range implementation and administration of the Livestock and Poultry Program which includes leading and organizing.
Encompassing the full human capital portfolio of forecasting, recruitment, hiring, onboarding, development, performance management, engagement and retention.
Collaborates with the Deputy Administrator on Livestock and Poultry strategic planning, addressing short and rapidly changing program deadlines and objectives, along with current needs to include work planning.
Exercises overall direction of the activities of Operations and Planning Division, directing and coordinating the work through a subordinate staff.
Guides program officials in managing a variety of funding sources, including appropriated and user-fee accounts.
Requirements

- Subject to one year supervisory/managerial probationary period unless prior service is creditable. New USDA supervisors must successfully complete all components of the required training program before the end of their probationary period.

Qualifications
Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below.
TIME-IN-GRADE: Current federal employees applying for a promotion opportunity must meet time-in-grade (TIG) requirement of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled.
FOR THE GS-15 LEVEL: Applicants must have one year of specialized experience (equivalent to the GS-14 level) that may have been obtained in the private or public (local, county, state, Federal) sectors which demonstrates:
Make decisions or recommendations that significantly change, interpret, or develop major public policies or programs
Plan, organize, and implement programs, plans, and proposals involving substantial agency resources, or that require extensive changes in established procedures
Using interpersonal communication skills and abilities needed to represent the views and policies of the Deputy Administrator and to negotiate with officials at various levels of government, defend controversial programs or decisions, promote the vision and objectives of the Agency
Experience working with methods for the assessment and improvement of complex programs, processes, and systems
Note: There is no education substitution for this grade level.
